From Tianjin to Cat Lai, cargo moves through Tianjin, with its Beijiang and Dongjiang terminals on the Bohai Bay, crosses a Southeast Asian sea passage with no canal on the way, and is discharged at the port of Cat Lai.

Where this route gets difficult
They run from the Tianjin terminal through the voyage to Cat Lai and the Vietnam import file.
Tianjin MSA itself said in July 2026 that, under the traditional review model, long document reviews often made firms miss the vessel's document cut-off, leaving cargo in port to be re-allocated to another ship. Its new fast-track green channel (appointment-based, more than 50% faster, with a fixed document list) is for new-energy-vehicle cargo; battery shipments should not assume they qualify.
What Anxin does: We submit the cargo report with the full document set (safe-carriage declaration, SDS, packing certificate, packaging certificate) days before the cut-off rather than on the day, and treat any MSA query as same-day work.
Under Tianjin Customs' 'supervised factory loading, direct loading on port arrival' model, officers supervise stuffing at the factory, the declaration is lodged early through the single window, and the box enters the port in a slot booked on the customs–port platform before going straight to the ship; inspections take place in closed yards at the Beijiang and Dongjiang terminals. The gain holds only if stuffing date, slot and declared data agree.
What Anxin does: We fix the stuffing date against the vessel's DG cut-off first, then book the entry slot, and check that the declaration, the packing certificate and the container number agree before the truck leaves, so the box is not diverted to an inspection yard for a data mismatch.
Western North Pacific typhoons average 25.1 a year (JMA, 1991-2020), with August and September the busiest months. For Cat Lai the risk is less the sea passage than a port closure in Tianjin or on arrival, which moves the box and its DG declaration to a later ship.
What Anxin does: In typhoon months we check the carrier's DG acceptance for the next two vessels as well, so a rolled container can be refiled quickly rather than rebooked from scratch.
Vietnam checks lithium batteries for phones, tablets and laptops against QCVN 101: inspection registration, testing and a declaration of conformity are needed before sale. Importers receiving them at Cat Lai should start early.
What Anxin does: For consumer batteries we ask the importer to start the QCVN 101 registration before the goods leave Tianjin, using test data from the manufacturer.
Vietnam now wants the manifest, B/L data and DG declaration 12 hours before arrival for short voyages and 24 hours for longer ones (Decree 08/2015 as amended in 2025). For a container from Tianjin to Cat Lai, errors found after that point hold the box.
What Anxin does: We send the carrier the full DG description with the booking, so the Vietnamese filing can go in on time without corrections.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Tianjin export filings, the carrier booking and the Vietnam import papers. We compare all three before confirming space.

It waits or moves to the next vessel. The dangerous goods declaration has to be refiled for that vessel, which is why we check DG acceptance for a back-up sailing in typhoon months.
The green channel Tianjin MSA announced in July 2026 is for new-energy-vehicle cargo. For battery containers we plan on the normal review and file early, because Tianjin MSA has said long reviews under the traditional model often cost firms their vessel cut-off.
