Where this route gets difficult

5 pain points from Tianjin to Sabine

Loading port first, then the sea leg, then Sabine and the United States market.

  1. Origin port

    Packaging appraisal comes first, even with Tianjin's quicker release

    China requires use appraisal of export dangerous-goods packaging before the goods may be exported. Tianjin port's 2025 facilitation measures shortened packaging appraisal time for lithium battery exports through quick release, and Tianjin Port Group provides port services for lithium DG containers, but the appraisal certificate is still a precondition for the rest of the filing.

    What Anxin does: We check at quotation that the packaging maker has its performance appraisal and apply for the use appraisal as soon as the packing is fixed, so the certificate is in hand before the MSA filing.

  2. Sea corridor

    Panama's draft limit depends on the lake

    The Panama Canal Authority sets the maximum draft in the Neopanamax locks according to Gatun Lake levels. In September 2026 it postponed a planned cut from 14.63 m to 14.48 m that was due on 1 October (advisory A-33-2026). A lower limit means ships transiting the new locks can load less.

    What Anxin does: We check the canal advisory in force when we quote for Sabine and ask carriers to confirm that the booked vessel's routing and any canal surcharge will not change before sailing.

  3. Import country

    The carrier's AMS manifest is due 24 hours before loading

    Besides the importer's ISF, CBP must receive the carrier's electronic cargo declaration through AMS 24 hours before the container is laden in Tianjin (19 CFR 4.7). CBP does not issue the permit to unlade at Sabine until it has that declaration, and late, incomplete or inaccurate cargo data can delay or deny it.

    What Anxin does: We give the carrier or NVOCC the final cargo description, HS code, UN number and package count before the documentation cut-off in Tianjin, so the AMS filing and the DG manifest say the same thing.

  4. Import country

    ISF closes 24 hours before loading in Tianjin

    The Importer Security Filing must reach CBP no later than 24 hours before the container is laden aboard the vessel abroad. CBP's liquidated damages guidelines provide for a claim per violation for late, inaccurate or incomplete filings. Two of the data elements, the container stuffing location and the consolidator, only exist once the box is packed.

    What Anxin does: We send the importer's ISF filer the stuffing location, consolidator and manufacturer details as soon as the container is packed in Tianjin, ahead of the vessel's loading window.

  5. Import country

    Product defects must be reported to CPSC within 24 hours

    US importers, like manufacturers and retailers, must tell CPSC within 24 hours once they have information reasonably suggesting that a consumer product fails a safety rule or has a defect that could create a substantial hazard. Battery overheating reports from customers can trigger that duty, and CPSC expects any investigation to take no more than about 10 working days.

    What Anxin does: We keep the manufacturer's batch records, UN 38.3 summaries and packing photos for each shipment to Sabine, so the importer can answer CPSC questions quickly.
