Where this route gets difficult
Loading port first, then the sea leg, then Port Royal and the United States market.
Tianjin Customs runs a 'supervised factory loading, direct loading on port arrival' model for dangerous goods: officers oversee stuffing at the factory, the declaration goes in early through the single window, and the container enters the port in a slot booked on the customs–port platform and goes straight to the ship. Any inspection happens in closed yards inside the Beijiang and Dongjiang terminals. The time saved depends on the stuffing date, the slot and the declared data all matching.
What Anxin does: We fix the stuffing date against the vessel's DG cut-off first, then book the entry slot, and check that the declaration, the packing certificate and the container number agree before the truck leaves, so the box is not diverted to an inspection yard for a data mismatch.
Tianjin MSA itself said in July 2026 that, under the traditional review model, long document reviews often made firms miss the vessel's document cut-off, leaving cargo in port to be re-allocated to another ship. Its new fast-track green channel (appointment-based, more than 50% faster, with a fixed document list) is for new-energy-vehicle cargo; battery shipments should not assume they qualify.
What Anxin does: We submit the cargo report with the full document set (safe-carriage declaration, SDS, packing certificate, packaging certificate) days before the cut-off rather than on the day, and treat any MSA query as same-day work.
The first half of the voyage crosses the North Pacific, where NOAA has recorded hurricane-force mid-latitude storms from October to April, most often in December.
What Anxin does: For October–April sailings we check blocking and bracing on stuffing photos before sealing.
A container landed at Port Royal without a release permit may stay at the terminal only until the 15th calendar day. The carrier must then notify CBP and a bonded general order warehouse, which moves and stores the goods at the consignee's risk and expense (19 CFR 4.37). Not every general order warehouse can take Class 9 battery cargo, and where specialized storage is missing the port director decides where it goes.
What Anxin does: We check with the importer's broker that the entry can be filed before arrival at Port Royal, and chase any missing invoice or HTS detail while the ship is still at sea.
For lithium-ion batteries entered from 1 January 2026 USTR set the Section 301 additional duty on HTSUS 8507.60.0020 (the non-EV line) at 25%, the level EV batteries under 8507.60.0010 reached in 2024. Other China-specific duties can be added and change at short notice, so the classification and the entry date both move the landed cost at Port Royal.
What Anxin does: We do not give duty rulings. We make sure the invoice describes chemistry, configuration and application precisely enough for the importer's customs broker to classify it, and we flag the entry date when a vessel's arrival could straddle a duty change.
The IMDG waiver in 49 CFR 171.25(d)(2) spares the emergency telephone number only when cargo stays on the ship or moves between vessels without using a public highway. Once the container is trucked out of Port Royal, the shipping paper needs a numeric emergency response number that is monitored at all times and answered by someone who knows the material; an answering service that calls back does not count. Goods shipped as 'Battery powered equipment' are exempt.
What Anxin does: Before sailing we confirm who provides the 24-hour number for the US leg, usually the importer's emergency response provider, and put it with the contract reference on the DG documents we send to the trucker.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Tianjin export filings, the carrier booking and the United States import papers. We compare all three before confirming space.

The IMDG waiver in 49 CFR 171.25(d)(2) only covers cargo that stays on the ship or moves between vessels; otherwise 49 CFR 172.604 requires a monitored number answered by someone with the emergency information.
