5 points to plan for on the Tianjin → Oakland route

  1. Origin port

    Document review time at Tianjin and the cut-off

    In July 2026 Tianjin MSA acknowledged that long document reviews under its traditional model often caused firms to miss the vessel's document cut-off, leaving cargo in port for another ship. The new appointment-based green channel, more than 50% faster with a fixed document list, is for new-energy-vehicle cargo; battery shipments should not count on it.

    What Anxin does: We submit the cargo report with the full document set (safe-carriage declaration, SDS, packing certificate, packaging certificate) days before the cut-off rather than on the day, and treat any MSA query as same-day work.

  2. Sea corridor

    An open-ocean crossing where weather is the main risk

    From Tianjin the drawn corridor to Oakland runs across the North Pacific without a canal or Red Sea passage, so weather replaces chokepoints as the risk. The ONE Apus, bound from Yantian to Long Beach in November 2020, had a stack collapse in a storm about 1,600 nautical miles north-west of Hawaii; her owners said more than 1,900 containers could be lost or damaged, up to 40 of them hazmat.

    What Anxin does: For winter sailings especially, we review blocking and bracing on stuffing photos against the CINS points before sealing, and make sure the DG declaration is complete, so a damaged box can be identified and handled correctly.

  3. Import country

    A monitored US emergency number for the truck leg

    The IMDG waiver in 49 CFR 171.25(d)(2) spares the emergency telephone number only when cargo stays on the ship or moves between vessels without using a public highway. Once the container is trucked out of Oakland, the shipping paper needs a numeric emergency response number that is monitored at all times and answered by someone who knows the material; an answering service that calls back does not count. Goods shipped as 'Battery powered equipment' are exempt.

    What Anxin does: Before sailing we confirm who provides the 24-hour number for the US leg, usually the importer's emergency response provider, and put it with the contract reference on the DG documents we send to the trucker.

  4. Import country

    Section 301 at 25% on lithium-ion non-EV batteries from January 2026

    USTR's 2024 review moved lithium-ion batteries of HTSUS 8507.60.0020 (the 'other', non-passenger-EV line) from a 7.5% to a 25% additional duty for entries from 1 January 2026; EV traction batteries under 8507.60.0010 reached 25% in 2024. Other China-specific duties can stack on top and change with little notice, so the landed cost depends on the exact classification and entry date.

    What Anxin does: We do not give duty rulings. We make sure the invoice describes chemistry, configuration and application precisely enough for the importer's customs broker to classify it, and we flag the entry date when a vessel's arrival could straddle a duty change.

  5. Import country

    California's battery-embedded product rules since January 2026

    Under California SB 1215, consumers have paid a recycling fee on covered battery-embedded products since 1 January 2026, and those products must be labelled with the maker's name or brand and the battery chemistry, or give that information on the maker's website. Manufacturers must also list covered and exempt products in an annual notice to retailers and CalRecycle.

    What Anxin does: If the goods landing at Oakland are devices with built-in batteries for sale in California, we ask the brand owner to confirm the chemistry labelling and the CalRecycle notice before shipping.

Documents to line up for Tianjin → Oakland
