Where this route gets difficult
Loading port first, then the sea leg, then Milwaukee and the United States market.
In July 2026 Tianjin MSA acknowledged that long document reviews under its traditional model often caused firms to miss the vessel's document cut-off, leaving cargo in port for another ship. The new appointment-based green channel, more than 50% faster with a fixed document list, is for new-energy-vehicle cargo; battery shipments should not count on it.
What Anxin does: We submit the cargo report with the full document set (safe-carriage declaration, SDS, packing certificate, packaging certificate) days before the cut-off rather than on the day, and treat any MSA query as same-day work.
The Canadian Coast Guard's icebreaking season on the Gulf of St Lawrence and the St Lawrence River typically runs from December to May, and ships must clear with ECAREG CANADA 24 hours before entering, declaring their ice class. Winter sailings to Milwaukee depend on the vessel's ice capability and on icebreaker routing.
What Anxin does: For December–May arrivals we ask the carrier whether the vessel or feeder serving Milwaukee is ice-classed and build slack into delivery.
If a battery container waits at Milwaukee, the demurrage or detention invoice has to arrive within 30 days and carry accurate and sufficient information, or the charge is not owed (46 CFR part 541). The billed party then has at least 30 days to dispute it; in 2025 the D.C. Circuit struck down only the rule on who may be invoiced.
What Anxin does: We keep the dates of discharge, availability and any DG hold for each container, so the importer can check invoices against them and dispute charges inside the FMC time limits.
US rules want a numeric emergency response telephone number on the shipping paper for battery cargo that leaves Milwaukee by road, monitored for as long as the goods are in transport and answered by a person with the emergency information for UN3480 or UN3090. A call-back service fails the test (49 CFR 172.604); only the IMDG waiver for cargo that never touches a public highway avoids it.
What Anxin does: Before sailing we confirm who provides the 24-hour number for the US leg, usually the importer's emergency response provider, and put it with the contract reference on the DG documents we send to the trucker.
A container landed at Milwaukee without a release permit may stay at the terminal only until the 15th calendar day. The carrier must then notify CBP and a bonded general order warehouse, which moves and stores the goods at the consignee's risk and expense (19 CFR 4.37). Not every general order warehouse can take Class 9 battery cargo, and where specialized storage is missing the port director decides where it goes.
What Anxin does: We check with the importer's broker that the entry can be filed before arrival at Milwaukee, and chase any missing invoice or HTS detail while the ship is still at sea.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Tianjin export filings, the carrier booking and the United States import papers. We compare all three before confirming space.

Questions
Yes. Under 49 CFR 171.25(b)(3), SP188 packages of UN3480 or UN3090 need the 'FORBIDDEN FOR TRANSPORT ABOARD PASSENGER AIRCRAFT' marking or a Cargo Aircraft Only label, and so do packages of batteries packed with or contained in equipment above 5 kg net. We check for it on carton photos before stuffing.
Rarely. The Seaway's maximum draft in the Montreal–Lake Ontario section is 8.00 m and it closes in winter (target 5 January 2027 for the 2026 season), so containers usually leave the ocean vessel at a coastal port and continue by smaller ship, rail or truck.
The green channel Tianjin MSA announced in July 2026 is for new-energy-vehicle cargo. For battery containers we plan on the normal review and file early, because Tianjin MSA has said long reviews under the traditional model often cost firms their vessel cut-off.
