Lithium batteries for Los Angeles go through Tianjin, with its Beijiang and Dongjiang terminals on the Bohai Bay. On the way they face the open North Pacific, where weather is the main risk, and they arrive at Terminal Island, where a single overturned battery truck closed four terminals in 2024 and the first road move is already a US hazmat shipment.

The US side adds a 25% Section 301 duty line, forced-labour scrutiny of lithium supply chains and an ISF deadline that falls before loading. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.

Route profile

The Tianjin → Los Angeles route in brief

Destination port

Los Angeles

A Terminal Island battery-truck fire in 2024 closed four container terminals; after discharge, the first road leg is already a US hazardous-materials move.

Import country

United States

Section 301 duty on Chinese lithium-ion batteries at 25% since January 2026, UFLPA scrutiny of lithium supply chains, ISF 24 hours before loading, and a US-only marking rule for SP188 packages.

Where this route gets difficult

Where Tianjin → Los Angeles shipments get held up: 5 points

They run from the Tianjin terminal through the voyage to Los Angeles and the United States import file.

  1. Origin port

At Tianjin the port slot is booked before the truck leaves the factory

Tianjin Customs runs a 'supervised factory loading, direct loading on port arrival' model for dangerous goods: officers oversee stuffing at the factory, the declaration goes in early through the single window, and the container enters the port in a slot booked on the customs–port platform and goes straight to the ship. Any inspection happens in closed yards inside the Beijiang and Dongjiang terminals. The time saved depends on the stuffing date, the slot and the declared data all matching.

What Anxin does: We fix the stuffing date against the vessel's DG cut-off first, then book the entry slot, and check that the declaration, the packing certificate and the container number agree before the truck leaves, so the box is not diverted to an inspection yard for a data mismatch.

  2. Sea corridor

An open-ocean crossing where weather is the main risk

From Tianjin the drawn corridor to Los Angeles runs across the North Pacific without a canal or Red Sea passage, so weather replaces chokepoints as the risk. The ONE Apus, bound from Yantian to Long Beach in November 2020, had a stack collapse in a storm about 1,600 nautical miles north-west of Hawaii; her owners said more than 1,900 containers could be lost or damaged, up to 40 of them hazmat.

What Anxin does: For winter sailings especially, we review blocking and bracing on stuffing photos against the CINS points before sealing, and make sure the DG declaration is complete, so a damaged box can be identified and handled correctly.

  3. Destination port

One battery incident can shut several terminals

In September 2024 an overturned tractor-trailer carrying lithium batteries caught fire on Terminal Island. APM Terminals, Fenix Marine, Everport and Yusen Terminals stayed closed the next day while fire, hazmat and police crews responded; the fire department expected the fire to last another 24 to 48 hours and rail access was limited. Battery cargo is watched closely here, and correctly declared, well-secured loads are what keep it moving.

What Anxin does: We check packing and securing photos for battery loads bound for Los Angeles before the container is closed, and make sure the declared UN number and packaging match what is in the box.

  4. Import country

Brand and chemistry labels on built-in-battery products

California has added battery-embedded products to its electronic-waste program: from 1 January 2026 buyers pay a recycling fee at purchase, and each covered product must show the manufacturer's name or brand and the battery chemistry (or put it on the maker's website), with an annual product notice to CalRecycle and retailers.

What Anxin does: If the goods landing at Los Angeles are devices with built-in batteries for sale in California, we ask the brand owner to confirm the chemistry labelling and the CalRecycle notice before shipping.

  5. Import country

Button and coin cells: Reese's Law

Consumer products containing button or coin cells manufactured or imported after 19 March 2024 must meet the UL 4200A-2023 performance and warning-label rules adopted as 16 CFR part 1263, and battery packaging labels have been mandatory since 21 September 2024. The importer also needs a certificate citing the rule.

What Anxin does: When a shipment for Los Angeles includes products with button or coin cells, we ask for the certificate and photos of the battery compartment warnings before booking.

Documents & compliance

Documents to line up for Tianjin → Los Angeles

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Before loading in Tianjin

  • Stuffing date, port-entry slot and DG cut-off at Tianjin agreed in that order
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • 'Made in China' marking on articles or containers checked on photos

For the carrier and the voyage

  • Stuffing photos before, during and after packing, checked for blocking and bracing
  • SP188 cartons: US 'forbidden aboard passenger aircraft' marking or CAO label
  • UN 38.3 test summary for every cell and battery type

For the importer in United States

  • Drayage carrier receives DG shipping-paper data and placard information before collection
  • Importer of record and the licensed customs broker who will file the entry

Before you book

Match the details first

We line up UN numbers, model names and package counts across the Tianjin filings, the booking with the carrier and the documents for United States before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Los Angeles.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Common questions on the Tianjin → Los Angeles route

For lithium-ion batteries classified in HTSUS 8507.60.0020 and entered from 1 January 2026, USTR set the Section 301 additional duty at 25%; EV traction batteries in 8507.60.0010 have been at 25% since 2024. Other duties can apply on top. The importer's customs broker confirms the classification and total duty; we make sure the invoice gives the broker enough detail to do so.

Weather is the main risk on this crossing: NOAA recorded hurricane-force North Pacific storms from October to April, most often in December. We tighten the packing checks for those sailings.

Tianjin Customs offers a 'supervised factory loading, direct loading on port arrival' model: stuffing is supervised at the factory, the box enters the port in a booked slot and is loaded directly. Whether a given shipment can use it depends on the customs arrangement for the exporter and the port slot; we check both when you book.
