Lithium batteries for Bucksport go through Tianjin, with its Beijiang and Dongjiang terminals on the Bohai Bay. On the way they face a Panama Canal corridor whose draft limit depends on Gatun Lake, and they arrive at the port of Bucksport.

Bucksport means US customs filings that are due while the container is still in Tianjin, and a supply chain CBP may ask to see. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Factory-supervised loading
  • Bohai Bay winter ice
  • Supply-chain tracing file
  • HTS code 8507.60
  • ISF filer

Route profile

What sets Tianjin → Bucksport apart

Origin port

Tianjin (Xingang)

North China's main container gateway, where Tianjin Customs lets DG containers be inspected at the factory and loaded on arrival within a booked port slot, and where the Bohai Bay freezes at its edges in mid-winter.

Import country

United States

Two filings before loading, a Section 301 line set by classification, UFLPA supply-chain questions and a 15-day General Order clock after discharge.

Where this route gets difficult

5 points to plan for on the Tianjin → Bucksport route

They run from the Tianjin terminal through the voyage to Bucksport and the United States import file.

  1. Origin port

Ice at the Haihe estuary in winter

Every winter the Bohai Sea ices over, and the Haihe estuary at Tianjin is one of the harder-hit areas. For 2021/22 the national marine forecast centre put the peak ice period between mid-January and mid-February, with floating ice about 5 nautical miles out in Bohai Bay. Ice and cold slow port work just as the Chinese New Year peak arrives.

What Anxin does: For January and February sailings from Tianjin we add slack between stuffing and the DG cut-off and confirm the vessel's berthing window with the carrier the week before loading.

  2. Sea corridor

Gatun Lake sets the Neopanamax draft

How deep ships can load through Panama's new locks depends on Gatun Lake. In September 2026 the Canal Authority's advisory A-33-2026 postponed a cut in the Neopanamax draft from 14.63 m to 14.48 m that had been due on 1 October, citing lake levels; a lower limit reduces what a ship bound for Bucksport can carry.

What Anxin does: We check the canal advisory in force when we quote for Bucksport and ask carriers to confirm that the booked vessel's routing and any canal surcharge will not change before sailing.

  3. Import country

Button and coin cells: Reese's Law

Consumer products containing button or coin cells manufactured or imported after 19 March 2024 must meet the UL 4200A-2023 performance and warning-label rules adopted as 16 CFR part 1263, and battery packaging labels have been mandatory since 21 September 2024. The importer also needs a certificate citing the rule.

What Anxin does: When a shipment for Bucksport includes products with button or coin cells, we ask for the certificate and photos of the battery compartment warnings before booking.

  4. Import country

    A US-only carton mark for SP188 shipments

Packages of UN3480 or UN3090 moving under IMDG special provision 188 skip the DG declaration at sea, yet 49 CFR 171.25(b)(3) still wants the 'FORBIDDEN FOR TRANSPORT ABOARD PASSENGER AIRCRAFT' mark or a Cargo Aircraft Only label on each one, and on packages of batteries with or in equipment over 5 kg net.

What Anxin does: When the shipper declares SP188 for a Bucksport booking, we check the carton photos for the US marking or CAO label before stuffing, not after discharge.

  5. Import country

Day 15 at the terminal: the General Order deadline

US customs rules give an unentered container 15 calendar days at the place of unlading. After that the carrier hands it to a bonded general order warehouse, with transport and storage at the consignee's risk and expense, and for DG cargo that needs specialized storage the port director decides where it is kept (19 CFR 4.37).

What Anxin does: We check with the importer's broker that the entry can be filed before arrival at Bucksport, and chase any missing invoice or HTS detail while the ship is still at sea.

Documents & compliance

Checklist for Tianjin → Bucksport

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

In Tianjin, before the box is loaded

  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • 'Made in China' marking on articles or containers checked on photos
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing

For the shipping line

  • Canal routing and any canal-related surcharge confirmed for the booked vessel
  • SP188 cartons: US 'forbidden aboard passenger aircraft' marking or CAO label
  • UN 38.3 test summary for every cell and battery type

For the importer in United States

  • Importer of record and the licensed customs broker who will file the entry
  • ISF filer named; stuffing location and consolidator sent right after packing

One consistent file

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Tianjin export filings, the carrier booking and the United States import papers. We compare all three before confirming space.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Common questions on the Tianjin → Bucksport route

For lithium-ion batteries classified in HTSUS 8507.60.0020 and entered from 1 January 2026, USTR set the Section 301 additional duty at 25%; EV traction batteries in 8507.60.0010 have been at 25% since 2024. Other duties can apply on top. The importer's customs broker confirms the classification and total duty; we make sure the invoice gives the broker enough detail to do so.

1 June to 30 November, peaking around 10 September, according to the US National Hurricane Center.

Tianjin Customs offers a 'supervised factory loading, direct loading on port arrival' model: stuffing is supervised at the factory, the box enters the port in a booked slot and is loaded directly. Whether a given shipment can use it depends on the customs arrangement for the exporter and the port slot; we check both when you book.
