Where this route gets difficult
Listed from loading in Tianjin to import into United States, each with what we do about it.
Every winter the Bohai Sea ices over, and the Haihe estuary at Tianjin is one of the harder-hit areas. For 2021/22 the national marine forecast centre put the peak ice period between mid-January and mid-February, with floating ice about 5 nautical miles out in Bohai Bay. Ice and cold slow port work just as the Chinese New Year peak arrives.
What Anxin does: For January and February sailings from Tianjin we add slack between stuffing and the DG cut-off and confirm the vessel's berthing window with the carrier the week before loading.
Under Tianjin Customs' 'supervised factory loading, direct loading on port arrival' model, officers supervise stuffing at the factory, the declaration is lodged early through the single window, and the box enters the port in a slot booked on the customs–port platform before going straight to the ship; inspections take place in closed yards at the Beijiang and Dongjiang terminals. The gain holds only if stuffing date, slot and declared data agree.
What Anxin does: We fix the stuffing date against the vessel's DG cut-off first, then book the entry slot, and check that the declaration, the packing certificate and the container number agree before the truck leaves, so the box is not diverted to an inspection yard for a data mismatch.
Between October and April the North Atlantic off the US East Coast sees mid-latitude storms with hurricane-force winds, most often in January according to NOAA's Ocean Prediction Center, and that is the water the ship crosses on its way to Bayonne.
What Anxin does: For October–April arrivals we check blocking and bracing on stuffing photos before sealing, and allow slack in the delivery plan.
The Port Authority's marine terminal tariff requires all cargo to comply with 49 CFR parts 171-180 and the IMDG Code. Unless permission is given, hazardous materials are received only during designated gate hours arranged in advance, and hazardous containers must be stored on an access aisle within 500 feet of a hydrant, where they can be moved at the berth holder's expense.
What Anxin does: For imports at Bayonne we send the DG documents, and the terminal's hazmat gate arrangements, to the consignee's trucker before pickup, so the box is not left waiting in a hazmat stack.
US rules want a numeric emergency response telephone number on the shipping paper for battery cargo that leaves Bayonne by road, monitored for as long as the goods are in transport and answered by a person with the emergency information for UN3480 or UN3090. A call-back service fails the test (49 CFR 172.604); only the IMDG waiver for cargo that never touches a public highway avoids it.
What Anxin does: Before sailing we confirm who provides the 24-hour number for the US leg, usually the importer's emergency response provider, and put it with the contract reference on the DG documents we send to the trucker.
Small cells and batteries shipped under IMDG special provision 188 do not need a dangerous goods declaration at sea, but 49 CFR 171.25(b)(3) adds a US condition: each package of UN3480 or UN3090 must carry the 'FORBIDDEN FOR TRANSPORT ABOARD PASSENGER AIRCRAFT' marking or a Cargo Aircraft Only label, and so must packages of batteries with or in equipment above 5 kg net. Cartons printed for other markets often lack it.
What Anxin does: When the shipper declares SP188 for a Bayonne booking, we check the carton photos for the US marking or CAO label before stuffing, not after discharge.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Tianjin export filings, the carrier booking and the United States import papers. We compare all three before confirming space.

The IMDG waiver in 49 CFR 171.25(d)(2) only covers cargo that stays on the ship or moves between vessels; otherwise 49 CFR 172.604 requires a monitored number answered by someone with the emergency information. Goods shipped as 'Battery powered equipment' are exempt.
