This route runs out of Tianjin's Xingang terminals, where customs can supervise stuffing at the factory and the box goes straight to the ship on a booked slot, then follows a North Pacific crossing with no chokepoint but real winter-storm exposure; at the far end is the port of Anchorage.

Anchorage means US customs filings that are due while the container is still in Tianjin, and a supply chain CBP may ask to see. The 6 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Tianjin Xingang export
  • Factory-supervised loading
  • ISF filer
  • Supply-chain tracing file

Route profile

What sets Tianjin → Anchorage apart

Origin port

Tianjin (Xingang)

North China's main container gateway, where Tianjin Customs lets DG containers be inspected at the factory and loaded on arrival within a booked port slot, and where the Bohai Bay freezes at its edges in mid-winter.

Sea corridor

Transpacific (North Pacific)

No canal or Red Sea passage, but a North Pacific crossing where winter storms have collapsed container stacks.

Where this route gets difficult

6 pain points from Tianjin to Anchorage

They run from the Tianjin terminal through the voyage to Anchorage and the United States import file.

  1. Origin port

Document review time at Tianjin and the cut-off

In July 2026 Tianjin MSA acknowledged that long document reviews under its traditional model often caused firms to miss the vessel's document cut-off, leaving cargo in port for another ship. The new appointment-based green channel, more than 50% faster with a fixed document list, is for new-energy-vehicle cargo; battery shipments should not count on it.

What Anxin does: We submit the cargo report with the full document set (safe-carriage declaration, SDS, packing certificate, packaging certificate) days before the cut-off rather than on the day, and treat any MSA query as same-day work.

  2. Origin port

Packaging appraisal is still the first step at Tianjin

Export dangerous-goods packaging must pass use appraisal in China before the goods can leave. Tianjin port's 2025 measures shortened appraisal time for lithium battery exports through quick release, and Tianjin Port Group handles lithium DG containers, but without the appraisal certificate the rest of the filing cannot proceed.

What Anxin does: We check at quotation that the packaging maker has its performance appraisal and apply for the use appraisal as soon as the packing is fixed, so the certificate is in hand before the MSA filing.

  3. Sea corridor

    Winter storms with hurricane-force winds

NOAA's Ocean Prediction Center found hurricane-force winds (64 knots and above) in North Pacific mid-latitude storms in every month from October to April, peaking in December, with 15 to 23 such storms per season in its 2001–2004 records. They are not typhoons, so they do not follow the tropical calendar.

What Anxin does: For October–April sailings we check blocking and bracing on stuffing photos before sealing and confirm the full DG data are on the manifest.

  4. Import country

The ISF deadline falls before the box is loaded

CBP must have the Importer Security Filing 24 hours before the container is laden in Tianjin, and its liquidated damages guidelines provide for a claim for each late, inaccurate or incomplete filing. The stuffing location and consolidator can only be filled in once the container is packed, which leaves a short window.

What Anxin does: We send the importer's ISF filer the stuffing location, consolidator and manufacturer details as soon as the container is packed in Tianjin, ahead of the vessel's loading window.

  5. Import country

Day 15 at the terminal: the General Order deadline

US customs rules give an unentered container 15 calendar days at the place of unlading. After that the carrier hands it to a bonded general order warehouse, with transport and storage at the consignee's risk and expense, and for DG cargo that needs specialized storage the port director decides where it is kept (19 CFR 4.37).

What Anxin does: We check with the importer's broker that the entry can be filed before arrival at Anchorage, and chase any missing invoice or HTS detail while the ship is still at sea.

  6. Import country

The FMC's 30-day rules on demurrage and detention bills

If a battery container waits at Anchorage, the demurrage or detention invoice has to arrive within 30 days and carry accurate and sufficient information, or the charge is not owed (46 CFR part 541). The billed party then has at least 30 days to dispute it; in 2025 the D.C. Circuit struck down only the rule on who may be invoiced.

What Anxin does: We keep the dates of discharge, availability and any DG hold for each container, so the importer can check invoices against them and dispute charges inside the FMC time limits.

Documents & compliance

Documents to line up for Tianjin → Anchorage

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Before loading in Tianjin

  • Packaging use-appraisal certificate issued before the MSA cargo report is filed
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable

For the shipping line

  • Stuffing photos before, during and after packing, checked for blocking and bracing
  • UN 38.3 test summary for every cell and battery type
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)

For import into United States

  • ISF filer named; stuffing location and consolidator sent right after packing
  • Supply-chain tracing file for cells and lithium inputs, in case of a UFLPA request
  • CPSC certificate data and eFiling arrangement, if the product is subject to certification

Match the details first

We line up UN numbers, model names and package counts across the Tianjin filings, the booking with the carrier and the documents for United States before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Anchorage.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Tianjin → Anchorage: questions we are asked

Yes. Under 49 CFR 171.25(b)(3), SP188 packages of UN3480 or UN3090 need the 'FORBIDDEN FOR TRANSPORT ABOARD PASSENGER AIRCRAFT' marking or a Cargo Aircraft Only label, and so do packages of batteries packed with or contained in equipment above 5 kg net. We check for it on carton photos before stuffing.

Weather is the main risk on this crossing: NOAA recorded hurricane-force North Pacific storms from October to April, most often in December. We tighten the packing checks for those sailings.

The green channel Tianjin MSA announced in July 2026 is for new-energy-vehicle cargo. For battery containers we plan on the normal review and file early, because Tianjin MSA has said long reviews under the traditional model often cost firms their vessel cut-off.
