Lithium batteries for Cardiff go from North China through Tianjin Xingang. On the way they face a lane whose routing, Suez or Cape of Good Hope, is decided service by service, and they arrive at the port of Cardiff.
On the UK side, customs runs through HMRC's Customs Declaration Service and producers report battery tonnage through the NPWD. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
The map shows the Suez corridor, but in September 2026 most Asia–North Europe capacity still sails round the Cape of Good Hope.
An S&S GB entry summary 24 hours before loading, UK battery producer registration with a BPRN, and 24-hour dangerous goods notice to the harbour master.

Where this route gets difficult
Loading port first, then the sea leg, then Cardiff and the United Kingdom market.
Tianjin MSA itself said in July 2026 that, under the traditional review model, long document reviews often made firms miss the vessel's document cut-off, leaving cargo in port to be re-allocated to another ship. Its new fast-track green channel (appointment-based, more than 50% faster, with a fixed document list) is for new-energy-vehicle cargo; battery shipments should not assume they qualify.
What Anxin does: We submit the cargo report with the full document set (safe-carriage declaration, SDS, packing certificate, packaging certificate) days before the cut-off rather than on the day, and treat any MSA query as same-day work.
Routing round Africa takes battery boxes past the Cape. The World Shipping Council counted 576 containers lost at sea in 2024, and the South African Maritime Safety Authority estimates around 200 of them, about 35%, were lost near the Cape; in August 2024 SAMSA reported 99 boxes lost from the CMA CGM Belem off Richards Bay and 46 from the MSC Antonio off Port St Johns in winter weather.
What Anxin does: When the booking goes via the Cape, we apply the CINS stuffing checks (gaps, blocking, wall clearance) more strictly and ask for photos at every stage of packing.
Under the Dangerous Goods in Harbour Areas Regulations 2016, dangerous goods may not enter a British harbour area unless the harbour master has had notice at least 24 hours (and at most six months) in advance, or has agreed a shorter period. UN numbers, names and quantities are part of that notice, so the vessel's report is only as good as the booking data.
What Anxin does: We freeze the UN number, proper shipping name, package count and gross weight on the booking before departure and send any change to the carrier at once.
Once the box is off the quay at Cardiff, the Carriage of Dangerous Goods Regulations 2009 apply: regulation 5 requires road carriage of dangerous goods in Great Britain to comply with ADR, subject to GB derogations. For UN 3480 that means class 9 documentation, marked packages and a haulier set up for ADR loads.
What Anxin does: We give the UK haulier the UN number, class and package details from the sea dangerous goods declaration so the road paperwork from Cardiff matches what left Tianjin.
Import clearance at Cardiff runs through HMRC's Customs Declaration Service; CHIEF is no longer an option. A GB (or XI) EORI number and a CDS subscription are prerequisites, and subscription can take up to 5 working days when HMRC makes extra checks.
What Anxin does: At booking we ask for the UK importer's EORI number and who will lodge the CDS declaration, and pass the commercial invoice, packing list and dangerous goods details to that agent before arrival.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Tianjin filings, the booking with the carrier and the documents for United Kingdom before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Cardiff.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Document review runs past the vessel cut-off; cargo re-allocated to a later ship | Tianjin MSA review | Complete document set filed days before cut-off | Anxin with the declarant |
| Heavy weather off South Africa | Cape of Good Hope | CINS stuffing and blocking checks before sealing | Packing site, checked by Anxin |
| Harbour notice late or wrong | Cardiff harbour area | DG data frozen before departure | Carrier / agent |
| Importer not yet subscribed to CDS when the ship arrives | Customs at Cardiff | EORI and CDS status confirmed at booking | Importer / customs agent |
Questions
The crossed-out wheeled bin symbol at a minimum size, on the packaging if the battery is too small, and for portable rechargeables a capacity in mAh or Ah on the battery and the packaging front.
It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.
The green channel Tianjin MSA announced in July 2026 is for new-energy-vehicle cargo. For battery containers we plan on the normal review and file early, because Tianjin MSA has said long reviews under the traditional model often cost firms their vessel cut-off.
