Asia – Arabian Sea & the Gulf
The Arabian Sea in the monsoon season, GNSS jamming near the Gulf of Oman and, for ports inside the Gulf, a Hormuz passage rated SEVERE in September 2026.

Tianjin to Khor Fakkan
Bohai Sea · Bohai Strait · Taiwan Strait · Malacca Strait · Indian Ocean · Arabian Sea · Gulf of Oman · Strait of Hormuz
From Tianjin to Khor Fakkan, cargo moves out of Tianjin's Xingang terminals, crosses a corridor across the Arabian Sea and, for Gulf ports, through Hormuz, and is discharged at the port of Khor Fakkan.
The UAE side wants a consignee licensed in the emirate or free zone of import and HS codes on every packing-list line. The 6 points below are particular to this lane; each comes with what we do and the paperwork it touches.
What we need to start
Route profile
The Arabian Sea in the monsoon season, GNSS jamming near the Gulf of Oman and, for ports inside the Gulf, a Hormuz passage rated SEVERE in September 2026.
Storage batteries can fall under MoIAT's renewable-energy product scheme; everything else still depends on the consignee's licence and a clean document set.

Where this route gets difficult
They run from the Tianjin terminal through the voyage to Khor Fakkan and the United Arab Emirates import file.
In July 2026 Tianjin MSA acknowledged that long document reviews under its traditional model often caused firms to miss the vessel's document cut-off, leaving cargo in port for another ship. The new appointment-based green channel, more than 50% faster with a fixed document list, is for new-energy-vehicle cargo; battery shipments should not count on it.
What Anxin does: We submit the cargo report with the full document set (safe-carriage declaration, SDS, packing certificate, packaging certificate) days before the cut-off rather than on the day, and treat any MSA query as same-day work.
Under Tianjin Customs' 'supervised factory loading, direct loading on port arrival' model, officers supervise stuffing at the factory, the declaration is lodged early through the single window, and the box enters the port in a slot booked on the customs–port platform before going straight to the ship; inspections take place in closed yards at the Beijiang and Dongjiang terminals. The gain holds only if stuffing date, slot and declared data agree.
What Anxin does: We fix the stuffing date against the vessel's DG cut-off first, then book the entry slot, and check that the declaration, the packing certificate and the container number agree before the truck leaves, so the box is not diverted to an inspection yard for a data mismatch.
The JMIC reports persistent GNSS jamming and spoofing across the Gulf of Oman, the Arabian Gulf and the Hormuz approaches, with AIS positions and speeds that do not add up; the Gulf of Oman and the Arabian Sea are rated MODERATE. Arrival estimates built on public ship tracking are less dependable on this leg.
What Anxin does: We rely on the carrier's own schedule updates rather than third-party AIS positions when we give you an arrival estimate for Khor Fakkan.
A UAE import is tied to a trade licence: mainland imports need a licence from the emirate's Department of Economic Development, while a free zone licence covers that free zone only. The consignee on the bill of lading for Khor Fakkan has to hold the licence that matches the goods' destination.
What Anxin does: We check at booking which entity is the consignee, in which emirate or free zone it is licensed, and whether the cargo is for the free zone or the mainland, and put that entity on the bill of lading.
To collect the delivery order and clear goods in the UAE, the consignee submits the commercial invoice, a certificate of origin approved by the chamber of commerce in the country of origin, a packing list showing weight, packing method and the HS code of every item, and the bill of entry. A packing list without per-item HS codes is incomplete.
What Anxin does: We prepare the packing list with an HS code, weight and packing method on every line and have the certificate of origin issued through a Chinese chamber of commerce before the ship reaches Khor Fakkan.
Cells and batteries are one of the product groups in MoIAT's renewable-energy control system, alongside PV modules and inverters. For storage batteries landed at Khor Fakkan, an ECAS or EQM certificate is part of customs clearance, not something to arrange after discharge.
What Anxin does: Before booking we ask the UAE importer whether the batteries are sold for renewable-energy use and, if so, for the MoIAT certificate reference, and we match the model list on it against the packing list.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

We line up UN numbers, model names and package counts across the Tianjin filings, the booking with the carrier and the documents for United Arab Emirates before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Khor Fakkan.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Box sent to the terminal inspection yard because declared data do not match | Beijiang / Dongjiang terminals | Declaration, packing certificate and container number cross-checked before trucking | Anxin |
| Document review runs past the vessel cut-off; cargo re-allocated to a later ship | Tianjin MSA review | Complete document set filed days before cut-off | Anxin with the declarant |
| Storage batteries held for missing MoIAT certification | UAE customs | Certificate reference checked before booking | Importer |
| Consignee not licensed for the emirate or mainland | UAE customs | Consignee licence confirmed at booking | Importer |
| Packing list lacks item-level HS codes | UAE customs | Packing list built with HS code per line | Shipper, checked by Anxin |
Questions
Cells and batteries are covered by MoIAT's renewable-energy product control system, and ECAS or EQM certification is required to clear such products through customs.
Between June and September India's southwest monsoon brings rough seas and squalls to the Arabian Sea that regularly disrupt port operations, so we check blocking and bracing on the stuffing photos and allow slack in the delivery plan.
Tianjin Customs offers a 'supervised factory loading, direct loading on port arrival' model: stuffing is supervised at the factory, the box enters the port in a booked slot and is loaded directly. Whether a given shipment can use it depends on the customs arrangement for the exporter and the port slot; we check both when you book.
