Lithium batteries for Seville go out of Tianjin's Xingang terminals, where customs can supervise stuffing at the factory and the box goes straight to the ship on a booked slot. On the way they face a voyage that may run through Suez as drawn or round the Cape, depending on the service, and they arrive at the port of Seville.
The Spanish side checks RII-PYA registration alongside the EU battery rules. The 6 points below are particular to this lane; each comes with what we do and the paperwork it touches.
What we need to start
Route profile
The map shows the Suez corridor, but in September 2026 most Asia–North Europe capacity still sails round the Cape of Good Hope.
RII-PYA registration with its number on every invoice, quarterly market data including batteries inside equipment, and the EU-wide CE and label duties.

Where this route gets difficult
They run from the Tianjin terminal through the voyage to Seville and the Spain import file.
Tianjin Customs runs a 'supervised factory loading, direct loading on port arrival' model for dangerous goods: officers oversee stuffing at the factory, the declaration goes in early through the single window, and the container enters the port in a slot booked on the customs–port platform and goes straight to the ship. Any inspection happens in closed yards inside the Beijiang and Dongjiang terminals. The time saved depends on the stuffing date, the slot and the declared data all matching.
What Anxin does: We fix the stuffing date against the vessel's DG cut-off first, then book the entry slot, and check that the declaration, the packing certificate and the container number agree before the truck leaves, so the box is not diverted to an inspection yard for a data mismatch.
Export dangerous-goods packaging must pass use appraisal in China before the goods can leave. Tianjin port's 2025 measures shortened appraisal time for lithium battery exports through quick release, and Tianjin Port Group handles lithium DG containers, but without the appraisal certificate the rest of the filing cannot proceed.
What Anxin does: We check at quotation that the packaging maker has its performance appraisal and apply for the use appraisal as soon as the packing is fixed, so the certificate is in hand before the MSA filing.
Because Seville is an EU port, container ships of 5,000 GT or more calling there fall under the EU Emissions Trading System, which covers half the emissions of the voyage from China. Lines surrendered allowances for 70% of those emissions in 2025 and must cover 100% from 2027, a cost that can reach shippers as a surcharge.
What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.
Spain's industry ministry keeps the battery register (RII-PYA). Every importer of batteries has to be registered and declared as a producer; a collective scheme may file for its members, otherwise the producer files online with an electronic signature or Cl@ve. The register number that comes back must be printed on the producer's invoices.
What Anxin does: We ask the Spanish importer for its RII-PYA number and whether its SCRAP filed the registration, then carry the number on the documents we prepare for Seville.
Road delivery from Seville is an ADR movement, because the EU applies ADR to domestic journeys through Directive 2008/68/EC. For UN 3480 that means class 9, transport category 2 and tunnel code (E), which restricts the route through category E tunnels; batteries found damaged at unloading move to special provision 376 packing (P908 or P911).
What Anxin does: We give the Spain haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Tianjin.
A battery entering Spain has to identify its importer: name, registered trade name or trade mark, postal address and a contact point belong on the battery itself, or on the packaging or accompanying document when the battery is too small. That text is fixed at the factory, not at Seville.
What Anxin does: We pass the Spain importer's name and address block to the manufacturer before the goods are packed in China and check carton or battery photos for it before loading.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Tianjin filings, the carrier booking and the Spain import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Box sent to the terminal inspection yard because declared data do not match | Beijiang / Dongjiang terminals | Declaration, packing certificate and container number cross-checked before trucking | Anxin |
| Emissions surcharge changes between quote and sailing | EU port call | Surcharge shown as a separate line with its basis | Carrier, checked by Anxin |
| Importer not registered in the RII-PYA | Importer in Spain | Registration number confirmed before booking | Importer / SCRAP |
| Road route planned through a category E tunnel | Road leg from Seville | Tunnel code (E) passed to the haulier with the transport data | Haulier / forwarder |
Questions
ADR, which the EU applies to domestic journeys through Directive 2008/68/EC. UN 3480 is class 9, transport category 2, with tunnel restriction code (E).
Ships of 5,000 GT and above calling at EU ports are in the EU Emissions Trading System, covering 50% of the emissions of a voyage from outside the EU. Lines must surrender allowances for 70% of 2025 emissions and 100% from 2027, and may pass the cost on as a surcharge.
Tianjin Customs offers a 'supervised factory loading, direct loading on port arrival' model: stuffing is supervised at the factory, the box enters the port in a booked slot and is loaded directly. Whether a given shipment can use it depends on the customs arrangement for the exporter and the port slot; we check both when you book.
