From Tianjin to Yanbu, cargo moves from North China through Tianjin Xingang, crosses an approach through Bab-el-Mandeb into one of the world's warmest seas, and is discharged at the port of Yanbu.
Saudi clearance hinges on SABER certificates issued before the cargo lands. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
North China's main container gateway, where Tianjin Customs lets DG containers be inspected at the factory and loaded on arrival within a booked port slot, and where the Bohai Bay freezes at its edges in mid-winter.
The drawn corridor enters the Red Sea through Bab-el-Mandeb, where Saudi-linked shipping was being threatened in September 2026, and ends in one of the warmest seas in the world.

Where this route gets difficult
Listed from loading in Tianjin to import into Saudi Arabia, each with what we do about it.
Tianjin MSA itself said in July 2026 that, under the traditional review model, long document reviews often made firms miss the vessel's document cut-off, leaving cargo in port to be re-allocated to another ship. Its new fast-track green channel (appointment-based, more than 50% faster, with a fixed document list) is for new-energy-vehicle cargo; battery shipments should not assume they qualify.
What Anxin does: We submit the cargo report with the full document set (safe-carriage declaration, SDS, packing certificate, packaging certificate) days before the cut-off rather than on the day, and treat any MSA query as same-day work.
Sea ice forms every winter in the Bohai Sea, and the Haihe estuary at Tianjin is among the severe areas. In winter 2021/22 China's national marine forecast centre expected the peak ice period from mid-January to mid-February, with floating ice reaching about 5 nautical miles out in Bohai Bay. Ice and cold spells slow port operations around the Chinese New Year shipping peak.
What Anxin does: For January and February sailings from Tianjin we add slack between stuffing and the DG cut-off and confirm the vessel's berthing window with the carrier the week before loading.
The JMIC rated Bab el-Mandeb and the southern Red Sea SUBSTANTIAL on 24 September 2026. The Houthis frame the blockade they declared on 20 July as selective against Israeli-, Saudi- and Yemeni-government-linked ships, and now hold the mainland opposite the strait and Perim Island, which shortens the range of any attack. Traffic continues: 95 cargo ships passed in the 96 hours to 23 September.
What Anxin does: We ask the carrier how its vessel to Yanbu is routed and whether any war-risk surcharge applies, and get both in writing before booking.
The importer, or its broker, must complete the FASAH customs declaration with the required documents at least 48 hours before the shipment reaches Yanbu. ZATCA asks for the commercial invoice, bill of lading and certificate of origin, plus product-specific documents such as the SABER certificates, so these have to be final while the ship is still at sea.
What Anxin does: We send the final invoice, packing list, bill of lading copy and certificate of origin to the importer's broker as soon as the ship sails from Tianjin, so the 48-hour FASAH filing is not waiting on documents.
Since 8 May 2025, phased in over 12 months, containerised imports at Saudi ports have to be palletised to speed up handling and inspection. Exemptions exist for goods that cannot be palletised, such as bulk or oversized items, but only with approval. Floor-loaded battery cartons from Tianjin fall outside the rule.
What Anxin does: We plan the stuffing in Tianjin on pallets from the start, with the CINS blocking and bracing on top, and send stuffing photos to the Saudi Arabia importer before the box is sealed.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Tianjin export filings, the carrier booking and the Saudi Arabia import papers. We compare all three before confirming space.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Ice or cold spell slows berthing in mid-winter | Bohai Bay, Jan–Feb | Slack between stuffing and cut-off; berthing window reconfirmed | Carrier, monitored by Anxin |
| Document review runs past the vessel cut-off; cargo re-allocated to a later ship | Tianjin MSA review | Complete document set filed days before cut-off | Anxin with the declarant |
| Security incident at Bab el-Mandeb changes routing or surcharges | Southern Red Sea | Routing and surcharge in writing | Carrier, checked by Anxin |
| Floor-loaded container not accepted under the palletisation rule | Saudi port of discharge | Pallets planned in the stuffing instructions | Shipper / packing site |
Questions
Yes, as a rule. Saudi ports have required palletised containerised imports since 8 May 2025, with exemptions only by approval for goods that cannot be palletised.
Either through Bab-el-Mandeb, on the same vessel or after transhipment, or the long way round Africa and south through the Suez Canal. Container lines were being selective in September 2026, so we ask each carrier for its current routing and name it, with any risk surcharge, in the quote.
The green channel Tianjin MSA announced in July 2026 is for new-energy-vehicle cargo. For battery containers we plan on the normal review and file early, because Tianjin MSA has said long reviews under the traditional model often cost firms their vessel cut-off.
