Lithium batteries for Jeddah Islamic Port go out of Tianjin's Xingang terminals, where customs can supervise stuffing at the factory and the box goes straight to the ship on a booked slot. On the way they face an approach through Bab-el-Mandeb into one of the world's warmest seas, and they arrive at a Red Sea port whose tariff starts charging storage on class 9 containers from the fourth day after discharge.

On the Saudi side every consignment needs its own SABER shipment certificate and Arabic-language labels. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Tianjin Xingang export
  • Factory-supervised loading
  • SABER product certificate
  • SABER shipment certificate

Asia – Red Sea & Gulf of Aden

The drawn corridor enters the Red Sea through Bab-el-Mandeb, where Saudi-linked shipping was being threatened in September 2026, and ends in one of the warmest seas in the world.

Where this route gets difficult

5 pain points from Tianjin to Jeddah Islamic Port

Listed from loading in Tianjin to import into Saudi Arabia, each with what we do about it.

  1. Origin port

Winter ice at the Haihe mouth

Sea ice forms every winter in the Bohai Sea, and the Haihe estuary at Tianjin is among the severe areas. In winter 2021/22 China's national marine forecast centre expected the peak ice period from mid-January to mid-February, with floating ice reaching about 5 nautical miles out in Bohai Bay. Ice and cold spells slow port operations around the Chinese New Year shipping peak.

What Anxin does: For January and February sailings from Tianjin we add slack between stuffing and the DG cut-off and confirm the vessel's berthing window with the carrier the week before loading.

  2. Origin port

Tianjin's supervised factory loading and port slots

Under Tianjin Customs' 'supervised factory loading, direct loading on port arrival' model, officers supervise stuffing at the factory, the declaration is lodged early through the single window, and the box enters the port in a slot booked on the customs–port platform before going straight to the ship; inspections take place in closed yards at the Beijiang and Dongjiang terminals. The gain holds only if stuffing date, slot and declared data agree.

What Anxin does: We fix the stuffing date against the vessel's DG cut-off first, then book the entry slot, and check that the declaration, the packing certificate and the container number agree before the truck leaves, so the box is not diverted to an inspection yard for a data mismatch.

  3. Sea corridor

Gulf of Aden piracy is active again

The JMIC rated the Gulf of Aden SUBSTANTIAL in September 2026, with piracy and attacks a strong possibility, and counted four merchant vessels still held after hijackings off Somalia in 2026, among them the product tanker MT HONOUR 25.

What Anxin does: We check the carrier's routing and security surcharges for Jeddah Islamic Port at each booking rather than relying on an older quote.

  4. Destination port

Record volumes at the south container terminal

DP World's South Container Terminal at Jeddah Islamic Port handled more than 221,200 TEU in July 2026, its strongest month since 1999, as carriers restored some Red Sea services and looked for alternatives to Gulf hubs hit by the Hormuz disruption. High throughput brings connectivity, but leaves less slack for containers that need special handling or are still waiting for documents.

What Anxin does: We confirm the discharge terminal on the booking and pass it to the importer's broker and haulier early, so collection is arranged before the vessel arrives rather than after.

  5. Import country

Two SABER certificates, one of them per shipment

Electrical batteries, including rechargeable lithium cells and packs, fall under SASO's Technical Regulation for Electrical Batteries. The importer needs a SABER product certificate from a SASO-notified body, backed by accredited test reports and a factory audit, and then a separate shipment certificate for every consignment. A product certificate alone does not clear a container at Jeddah Islamic Port.

What Anxin does: We ask for the SABER product certificate number before we book, and remind the importer to request the shipment certificate as soon as the commercial invoice and packing list are final, so it exists before the vessel arrives.

Documents & compliance

Documents to line up for Tianjin → Jeddah Islamic Port

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

At the Tianjin end

  • Stuffing date, port-entry slot and DG cut-off at Tianjin agreed in that order
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • Stuffing plan on pallets (Saudi palletisation rule) with blocking and bracing photos
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report

For the shipping line

  • Carrier's current routing into the Red Sea and any transhipment port, stated on the booking
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards
  • Condition statement: new, used, damaged/defective (SP376) or for recycling (SP377)

For the importer in Saudi Arabia

  • Discharge terminal at Jeddah Islamic Port named on the booking and passed to the broker
  • Clearance documents ready before arrival to use the storage-free days after discharge
  • SABER shipment certificate (SCoC) for this consignment, requested once invoice and packing list are final

One consistent file

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Tianjin export filings, the carrier booking and the Saudi Arabia import papers. We compare all three before confirming space.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Common questions on the Tianjin → Jeddah Islamic Port route

Class 9 is not under Mawani's direct-delivery rule, which applies to classes 1, 5 and 7, so the container may be stored. The published tariff exempts import containers from storage charges only for the first 3 days after discharge, with daily charges after that, and dangerous cargo carries a handling surcharge. Clearance documents should therefore be ready before the vessel arrives.

Either through Bab-el-Mandeb, on the same vessel or after transhipment, or the long way round Africa and south through the Suez Canal. Container lines were being selective in September 2026, so we ask each carrier for its current routing and name it, with any risk surcharge, in the quote.

Tianjin Customs offers a 'supervised factory loading, direct loading on port arrival' model: stuffing is supervised at the factory, the box enters the port in a booked slot and is loaded directly. Whether a given shipment can use it depends on the customs arrangement for the exporter and the port slot; we check both when you book.
