Lithium batteries for Doha go through Tianjin, with its Beijiang and Dongjiang terminals on the Bohai Bay. On the way they face a corridor across the Arabian Sea and, for Gulf ports, through Hormuz, and they arrive at the port of Doha.

On the Qatari side the importer needs a Ministry-registered import licence and every carton must say where it was made. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.

What we need to start

  • Bohai Bay winter ice
  • Tianjin Xingang export
  • HS code on invoice and certificate of origin
  • 'Made in China' on each piece and carton
  • Qatari import licence

Route profile

The Tianjin → Doha route in brief

Origin port

Tianjin (Xingang)

North China's main container gateway, where Tianjin Customs lets DG containers be inspected at the factory and loaded on arrival within a booked port slot, and where the Bohai Bay freezes at its edges in mid-winter.

Sea corridor

Asia – Arabian Sea & the Gulf

An Arabian Sea passage and, for Gulf ports, the Strait of Hormuz, rated a SEVERE threat in September 2026, with GNSS jamming across the approaches.

Where this route gets difficult

Where Tianjin → Doha shipments get held up: 5 points

They run from the Tianjin terminal through the voyage to Doha and the Qatar import file.

  1. Origin port

Winter ice at the Haihe mouth

Sea ice forms every winter in the Bohai Sea, and the Haihe estuary at Tianjin is among the severe areas. In winter 2021/22 China's national marine forecast centre expected the peak ice period from mid-January to mid-February, with floating ice reaching about 5 nautical miles out in Bohai Bay. Ice and cold spells slow port operations around the Chinese New Year shipping peak.

What Anxin does: For January and February sailings from Tianjin we add slack between stuffing and the DG cut-off and confirm the vessel's berthing window with the carrier the week before loading.

  2. Origin port

A slow document review at Tianjin can mean a missed vessel

Tianjin MSA itself said in July 2026 that, under the traditional review model, long document reviews often made firms miss the vessel's document cut-off, leaving cargo in port to be re-allocated to another ship. Its new fast-track green channel (appointment-based, more than 50% faster, with a fixed document list) is for new-energy-vehicle cargo; battery shipments should not assume they qualify.

What Anxin does: We submit the cargo report with the full document set (safe-carriage declaration, SDS, packing certificate, packaging certificate) days before the cut-off rather than on the day, and treat any MSA query as same-day work.

  3. Sea corridor

Hormuz rated SEVERE in September 2026

The JMIC rated the Strait of Hormuz SEVERE on 24 September 2026, with attacks considered highly likely; one attack on 21–23 September killed a crew member on the bulk carrier CAPE DAO. Traffic is well below the 2025 average of about 138 ships a day, and neutral ships face visit-and-search checks under the US blockade of Iranian ports. Every sailing to Doha passes through it.

What Anxin does: We ask each carrier whether it is currently calling at Doha, by which route and with what war-risk or emergency surcharge, and get that in writing before booking.

  4. Import country

Invoice, origin certificate and packing list, HS code included

For Doha, Qatar Customs will not clear a sea shipment that lacks an official invoice, an official certificate of origin and a packing list, and the HS code has to be written on both the invoice and the certificate. Without them the container is returned to origin.

What Anxin does: We make sure the HS code appears on both the invoice and the certificate of origin, and that all three documents list the same goods, before the ship leaves Tianjin.

  5. Import country

Origin marking checked piece by piece

Qatari rules put the origin mark on every item as well as the carton, and customs compares it with the invoice and certificate of origin. A battery pack without 'Made in China', or a certificate that says something different, is grounds for return.

What Anxin does: We ask the factory for photos of the origin mark on the battery, its retail box and the shipping carton, and compare them with the invoice and certificate before stuffing in Tianjin.

Documents & compliance

Checklist for Tianjin → Doha

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Before loading in Tianjin

  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • HS code written on the commercial invoice and the certificate of origin
  • Photos of 'Made in China' on battery, retail box and carton
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)

Carrier and voyage

  • Carrier's current call pattern and war-risk surcharge for the Gulf port in writing
  • UN 38.3 test summary for every cell and battery type
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)

At the Qatar end

  • Consignee's Qatari import licence (Ministry of Commerce and Industry)

One consistent file

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Tianjin export filings, the carrier booking and the Qatar import papers. We compare all three before confirming space.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Common questions on the Tianjin → Doha route

Qatar Customs does not clear sea shipments without an official invoice, certificate of origin and packing list; they are returned to origin. The HS code must also appear on the invoice and certificate.

Traffic continues but at reduced levels: the JMIC rated Hormuz SEVERE on 24 September 2026, below the 2025 average of about 138 ships a day. We confirm each carrier's current call pattern and surcharges before booking.

The green channel Tianjin MSA announced in July 2026 is for new-energy-vehicle cargo. For battery containers we plan on the normal review and file early, because Tianjin MSA has said long reviews under the traditional model often cost firms their vessel cut-off.
