From Tianjin to Porto, cargo moves out of Tianjin's Xingang terminals, crosses a voyage that may run through Suez as drawn or round the Cape, depending on the service, and is discharged at the port of Porto.
The Portuguese side adds SILiAmb registration to the EU battery rules. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
The map shows the Suez corridor, but in September 2026 most Asia–North Europe capacity still sails round the Cape of Good Hope.
An annual SILiAmb declaration, a licensed management entity or individual system, and EU importer duties from the declaration of conformity to the importer's address on the battery.

Where this route gets difficult
Listed from loading in Tianjin to import into Portugal, each with what we do about it.
Sea ice forms every winter in the Bohai Sea, and the Haihe estuary at Tianjin is among the severe areas. In winter 2021/22 China's national marine forecast centre expected the peak ice period from mid-January to mid-February, with floating ice reaching about 5 nautical miles out in Bohai Bay. Ice and cold spells slow port operations around the Chinese New Year shipping peak.
What Anxin does: For January and February sailings from Tianjin we add slack between stuffing and the DG cut-off and confirm the vessel's berthing window with the carrier the week before loading.
The corridor on this page is drawn through Bab-el-Mandeb and the Suez Canal. In practice, Sea-Intelligence data for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%: 27% for services to North Europe and 57% for Mediterranean services. Which service calls at Porto decides whether the box goes through Suez or round the Cape of Good Hope, and the two routings differ in length, in the waters crossed and in the ports where a box might be transhipped.
What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.
Regulation (EU) 2025/1561 pushed the Battery Regulation's due diligence duties for cobalt, lithium, nickel and natural graphite back to 18 August 2027 and gave the Commission until 26 July 2026 for its guidelines. Buyers in Portugal are already collecting the supply-chain information they will need.
What Anxin does: We pass the Portugal buyer's due diligence questions to the manufacturer and keep their answers with the shipment file; the policy itself remains the producer's responsibility.
For Porto, EU security pre-filing happens at the other end of the voyage: the ICS2 entry summary must reach the system 24 hours before the container is loaded in Tianjin. No filing means no loading, and a missing EORI number is enough to reject it.
What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Tianjin cut-off.
Importers must make sure batteries come with instructions and safety information in a language end-users in Portugal easily understand, as that Member State decides. Printed inserts and carton text are far easier to change before the goods are packed in China.
What Anxin does: We ask the importer which language Portugal requires and check carton and insert photos against it before loading.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Tianjin export filings, the carrier booking and the Portugal import papers. We compare all three before confirming space.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Ice or cold spell slows berthing in mid-winter | Bohai Bay, Jan–Feb | Slack between stuffing and cut-off; berthing window reconfirmed | Carrier, monitored by Anxin |
| Service switches between Suez and Cape routing | Main voyage | Routing written on the booking; quotes kept separate per routing; packing assumes the longer voyage | Carrier, tracked by Anxin |
| ENS not filed and the box is refused at loading | Loading port, Tianjin | EORI and house-bill data passed to the filer at booking | Filer (carrier / forwarder) |
Questions
ADR, which the EU applies to domestic journeys through Directive 2008/68/EC. UN 3480 is class 9, transport category 2, with tunnel restriction code (E).
It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.
The green channel Tianjin MSA announced in July 2026 is for new-energy-vehicle cargo. For battery containers we plan on the normal review and file early, because Tianjin MSA has said long reviews under the traditional model often cost firms their vessel cut-off.
