Tianjin (Xingang)
North China's main container gateway, where Tianjin Customs lets DG containers be inspected at the factory and loaded on arrival within a booked port slot, and where the Bohai Bay freezes at its edges in mid-winter.

Tianjin to Batangas
Bohai Sea · Bohai Strait · Yellow Sea · East China Sea · Taiwan Strait · South China Sea
This route runs through Tianjin, with its Beijiang and Dongjiang terminals on the Bohai Bay, then follows Southeast Asian waters, with their typhoon and monsoon seasons; at the far end is the port of Batangas.
In the Philippines the importer must be accredited in CPRS before any entry is lodged. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.
What we need to start
Route profile
North China's main container gateway, where Tianjin Customs lets DG containers be inspected at the factory and loaded on arrival within a booked port slot, and where the Bohai Bay freezes at its edges in mid-winter.
Advance manifest, CPRS accreditation and typhoon planning are the Philippine essentials.

Where this route gets difficult
Loading port first, then the sea leg, then Batangas and the Philippines market.
In July 2026 Tianjin MSA acknowledged that long document reviews under its traditional model often caused firms to miss the vessel's document cut-off, leaving cargo in port for another ship. The new appointment-based green channel, more than 50% faster with a fixed document list, is for new-energy-vehicle cargo; battery shipments should not count on it.
What Anxin does: We submit the cargo report with the full document set (safe-carriage declaration, SDS, packing certificate, packaging certificate) days before the cut-off rather than on the day, and treat any MSA query as same-day work.
Export dangerous-goods packaging must pass use appraisal in China before the goods can leave. Tianjin port's 2025 measures shortened appraisal time for lithium battery exports through quick release, and Tianjin Port Group handles lithium DG containers, but without the appraisal certificate the rest of the filing cannot proceed.
What Anxin does: We check at quotation that the packaging maker has its performance appraisal and apply for the use appraisal as soon as the packing is fixed, so the certificate is in hand before the MSA filing.
Around 20 tropical cyclones a year enter the Philippine Area of Responsibility (PAGASA), and 8-9 cross the country. When signals go up, cargo operations at Batangas and inter-island feeders stop, which is how a container can lose several days between the last transhipment port and the consignee.
What Anxin does: In the typhoon months we ask the consignee to have its customs entry ready before arrival, so the container can leave Batangas as soon as operations restart.
Philippine customs want the manifest 24 hours before arrival on short voyages and 48 hours on those over 72 hours, with separate deadlines for consolidators. From Tianjin, that means the battery details must be final at booking.
What Anxin does: We give the carrier or consolidator the final cargo and DG data before sailing from Tianjin, so the Philippine manifest is filed complete.
The Bureau of Customs only accepts import declarations from importers registered and accredited in its Client Profile Registration System. For a new consignee at Batangas, that is the first thing to check.
What Anxin does: At quotation we ask a new importer to confirm its CPRS registration and accreditation before the first container is booked.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Tianjin filings, the carrier booking and the Philippines import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Document review runs past the vessel cut-off; cargo re-allocated to a later ship | Tianjin MSA review | Complete document set filed days before cut-off | Anxin with the declarant |
| Entry cannot be lodged for an unaccredited importer | Philippine port of discharge | Accreditation checked at quotation | Importer |
Questions
Twenty-four hours before arrival for voyages of 72 hours or less, 48 hours for longer ones, under CAO 15-2020.
It waits or moves to the next vessel. The dangerous goods declaration has to be refiled for that vessel, which is why we check DG acceptance for a back-up sailing in typhoon months.
The green channel Tianjin MSA announced in July 2026 is for new-energy-vehicle cargo. For battery containers we plan on the normal review and file early, because Tianjin MSA has said long reviews under the traditional model often cost firms their vessel cut-off.
