Lithium batteries for Salalah go through Tianjin, with its Beijiang and Dongjiang terminals on the Bohai Bay. On the way they face an Arabian Sea passage towards the Gulf, and they arrive at Salalah, where cargo details go to the port 72 hours ahead and damaged DG boxes stay on board.
On the Omani side the electronic manifest has to be in Bayan a day and a half before the ship. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
An Arabian Sea passage and, for Gulf ports, the Strait of Hormuz, rated a SEVERE threat in September 2026, with GNSS jamming across the approaches.
Prior written approval for dangerous goods, cargo details 72 hours ahead, a DG manifest to terminal planning 24 hours before arrival, and no discharge of leaking boxes.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Salalah and at customs in Oman.
Tianjin Customs runs a 'supervised factory loading, direct loading on port arrival' model for dangerous goods: officers oversee stuffing at the factory, the declaration goes in early through the single window, and the container enters the port in a slot booked on the customs–port platform and goes straight to the ship. Any inspection happens in closed yards inside the Beijiang and Dongjiang terminals. The time saved depends on the stuffing date, the slot and the declared data all matching.
What Anxin does: We fix the stuffing date against the vessel's DG cut-off first, then book the entry slot, and check that the declaration, the packing certificate and the container number agree before the truck leaves, so the box is not diverted to an inspection yard for a data mismatch.
Export dangerous-goods packaging must pass use appraisal in China before the goods can leave. Tianjin port's 2025 measures shortened appraisal time for lithium battery exports through quick release, and Tianjin Port Group handles lithium DG containers, but without the appraisal certificate the rest of the filing cannot proceed.
What Anxin does: We check at quotation that the packaging maker has its performance appraisal and apply for the use appraisal as soon as the packing is fixed, so the certificate is in hand before the MSA filing.
Every lithium battery container leaving Tianjin needs a cargo safe-carriage report and a ship's dangerous goods permit filed with the Maritime Safety Administration by a certified declarant, and a container packing certificate signed by a certified inspector who watched the stuffing. Separately, customs must have appraised the packaging in use; export of dangerous goods in unappraised packaging is not allowed.
What Anxin does: We work only with packing sites and declarants holding the required certificates, and we collect the packaging use-appraisal result before the container is stuffed.
Sailings between June and September cross the Arabian Sea during India's southwest monsoon, when rough seas and squalls regularly disrupt port operations along the route and test how well the cargo is secured inside the container.
What Anxin does: For June–September sailings we check blocking and bracing strictly on stuffing photos and allow for schedule slippage in the delivery plan.
Salalah's port rules forbid bringing dangerous goods in without prior written approval from the Port Authority and the government authorities concerned, and some may only be discharged for direct delivery. The line sends the dangerous cargo manifest to terminal planning at least 24 hours before arrival, after the 72-hour cargo notice to the Port Authority.
What Anxin does: We give the carrier final DG data at booking, so the approval request and the 24-hour manifest for Salalah are based on what is actually in the box.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Tianjin filings, the booking with the carrier and the documents for Oman before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Salalah.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Box sent to the terminal inspection yard because declared data do not match | Beijiang / Dongjiang terminals | Declaration, packing certificate and container number cross-checked before trucking | Anxin |
| Monsoon seas cause cargo shift or delays | Arabian Sea, Jun–Sep | CINS stuffing checks; slack in the delivery plan | Packing site / carrier |
| No written approval for the DG cargo | Port of Salalah | Carrier approval confirmed before loading | Carrier / agent |
Questions
Electronically in Bayan at least 36 hours before the vessel arrives, a rule in force since 3 May 2026.
Between June and September India's southwest monsoon brings rough seas and squalls to the Arabian Sea that regularly disrupt port operations, so we check blocking and bracing on the stuffing photos and allow slack in the delivery plan.
Tianjin Customs offers a 'supervised factory loading, direct loading on port arrival' model: stuffing is supervised at the factory, the box enters the port in a booked slot and is loaded directly. Whether a given shipment can use it depends on the customs arrangement for the exporter and the port slot; we check both when you book.
