Lithium batteries for The Hague go through Tianjin, with its Beijiang and Dongjiang terminals on the Bohai Bay. On the way they face a voyage that may run through Suez as drawn or round the Cape, depending on the service, and they arrive at the port of The Hague.

The Dutch side combines an interim registration route with strict port reporting. The 6 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Factory-supervised loading
  • Bohai Bay winter ice
  • EU declaration of conformity
  • MyOPEN registration number
  • Dutch-language safety information

The Hague is listed for reference only while its commercial cargo use is being checked; no offer is made on this page.

Route profile

The Tianjin → The Hague route in brief

Origin port

Tianjin (Xingang)

North China's main container gateway, where Tianjin Customs lets DG containers be inspected at the factory and loaded on arrival within a booked port slot, and where the Bohai Bay freezes at its edges in mid-winter.

Import country

Netherlands

A battery register still waiting for Rijkswaterstaat, no collective scheme yet for industrial batteries, a 24-hour dangerous-goods report to the port, and the EU-wide CE and label duties.

Where this route gets difficult

Where Tianjin → The Hague shipments get held up: 6 points

Loading port first, then the sea leg, then The Hague and the Netherlands market.

  1. Origin port

A slow document review at Tianjin can mean a missed vessel

Tianjin MSA itself said in July 2026 that, under the traditional review model, long document reviews often made firms miss the vessel's document cut-off, leaving cargo in port to be re-allocated to another ship. Its new fast-track green channel (appointment-based, more than 50% faster, with a fixed document list) is for new-energy-vehicle cargo; battery shipments should not assume they qualify.

What Anxin does: We submit the cargo report with the full document set (safe-carriage declaration, SDS, packing certificate, packaging certificate) days before the cut-off rather than on the day, and treat any MSA query as same-day work.

  2. Origin port

Packaging appraisal comes first, even with Tianjin's quicker release

China requires use appraisal of export dangerous-goods packaging before the goods may be exported. Tianjin port's 2025 facilitation measures shortened packaging appraisal time for lithium battery exports through quick release, and Tianjin Port Group provides port services for lithium DG containers, but the appraisal certificate is still a precondition for the rest of the filing.

What Anxin does: We check at quotation that the packaging maker has its performance appraisal and apply for the use appraisal as soon as the packing is fixed, so the certificate is in hand before the MSA filing.

  3. Sea corridor

EU emissions trading now covers the whole inbound voyage share

Ships of 5,000 GT and above calling at EU ports, The Hague included, are in the EU Emissions Trading System: 50% of the emissions of a voyage from China are covered, and the share of emissions for which lines must surrender allowances rises from 70% (for 2025 emissions) to 100% from 2027. Carriers can pass that cost on as a surcharge.

What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.

  4. Import country

The ICS2 entry summary is due before loading in Tianjin

For The Hague, EU security pre-filing happens at the other end of the voyage: the ICS2 entry summary must reach the system 24 hours before the container is loaded in Tianjin. No filing means no loading, and a missing EORI number is enough to reject it.

What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Tianjin cut-off.

  5. Import country

CE marking and a declaration of conformity in the right language

The importer in Netherlands carries the check: CE marking on the battery and an EU declaration of conformity, translated into the language Netherlands asks for, have both been required since 18 August 2024 for batteries entering the EU market.

What Anxin does: We ask the manufacturer in China for the declaration of conformity and a photo of the CE marking on the battery or its packaging before loading, and pass them to the Netherlands importer. We check that the documents exist and match the goods; we do not assess conformity.

  6. Import country

User-replaceable batteries in appliances from 18 February 2027

Article 11 of the Battery Regulation says that from 18 February 2027 portable batteries inside appliances must be readily removable and replaceable by the end-user using commercially available tools, without heat or solvents, except under limited derogations. Appliances sold in Netherlands after that date need a design that complies.

What Anxin does: When appliances with built-in batteries are booked for Netherlands we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.

Documents & compliance

Documents to line up for Tianjin → The Hague

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

At the Tianjin end

  • Packaging use-appraisal certificate issued before the MSA cargo report is filed
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • EU declaration of conformity and CE marking photo from the manufacturer
  • Importer name, trade name and postal address printed on battery or packaging
  • Annex V safety documentation confirmed for stationary storage systems

For the carrier and the voyage

  • Routing (Suez or Cape of Good Hope) and any transhipment port stated on the booking confirmation
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards

For the importer in Netherlands

  • Instructions and safety information in the language Netherlands requires
  • Haulier in Netherlands briefed with UN number, class 9 and tunnel code (E) for the road leg

Before you book

Match the details first

We line up UN numbers, model names and package counts across the Tianjin filings, the booking with the carrier and the documents for Netherlands before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at The Hague.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Questions about shipping from Tianjin to The Hague

The Rijkswaterstaat register is not yet operational. Producers of portable batteries can register with Stichting OPEN, whose registration number and public producer list serve as best-effort proof in the meantime.

Ships of 5,000 GT and above calling at EU ports are in the EU Emissions Trading System, covering 50% of the emissions of a voyage from outside the EU. Lines must surrender allowances for 70% of 2025 emissions and 100% from 2027, and may pass the cost on as a surcharge.

The green channel Tianjin MSA announced in July 2026 is for new-energy-vehicle cargo. For battery containers we plan on the normal review and file early, because Tianjin MSA has said long reviews under the traditional model often cost firms their vessel cut-off.
