From Tianjin to IJmuiden, cargo moves from North China through Tianjin Xingang, crosses a voyage that may run through Suez as drawn or round the Cape, depending on the service, and is discharged at the port of IJmuiden.

The Netherlands is still building its national battery register, so proof of registration runs through the collective schemes. Below are 6 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

What we need to start

  • Tianjin Xingang export
  • Factory-supervised loading
  • Dutch-language safety information
  • Consignee EORI
  • EU declaration of conformity

Asia – North & Atlantic Europe

The map shows the Suez corridor, but in September 2026 most Asia–North Europe capacity still sails round the Cape of Good Hope.

Where this route gets difficult

6 pain points from Tianjin to IJmuiden

In the order the cargo meets them: at the loading port, at sea, at IJmuiden and at customs in Netherlands.

  1. Origin port

Winter ice at the Haihe mouth

Sea ice forms every winter in the Bohai Sea, and the Haihe estuary at Tianjin is among the severe areas. In winter 2021/22 China's national marine forecast centre expected the peak ice period from mid-January to mid-February, with floating ice reaching about 5 nautical miles out in Bohai Bay. Ice and cold spells slow port operations around the Chinese New Year shipping peak.

What Anxin does: For January and February sailings from Tianjin we add slack between stuffing and the DG cut-off and confirm the vessel's berthing window with the carrier the week before loading.

  2. Origin port

A slow document review at Tianjin can mean a missed vessel

Tianjin MSA itself said in July 2026 that, under the traditional review model, long document reviews often made firms miss the vessel's document cut-off, leaving cargo in port to be re-allocated to another ship. Its new fast-track green channel (appointment-based, more than 50% faster, with a fixed document list) is for new-energy-vehicle cargo; battery shipments should not assume they qualify.

What Anxin does: We submit the cargo report with the full document set (safe-carriage declaration, SDS, packing certificate, packaging certificate) days before the cut-off rather than on the day, and treat any MSA query as same-day work.

  3. Sea corridor

The inbound leg's emissions now count under EU ETS

Because IJmuiden is an EU port, container ships of 5,000 GT or more calling there fall under the EU Emissions Trading System, which covers half the emissions of the voyage from China. Lines surrendered allowances for 70% of those emissions in 2025 and must cover 100% from 2027, a cost that can reach shippers as a surcharge.

What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.

  4. Import country

The truck leg out of IJmuiden runs under ADR

Road delivery from IJmuiden is an ADR movement, because the EU applies ADR to domestic journeys through Directive 2008/68/EC. For UN 3480 that means class 9, transport category 2 and tunnel code (E), which restricts the route through category E tunnels; batteries found damaged at unloading move to special provision 376 packing (P908 or P911).

What Anxin does: We give the Netherlands haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Tianjin.

  5. Import country

The importer's name and address on the battery

The Battery Regulation asks the importer to put its own name, registered trade name or trade mark and postal address, with a single contact point, on the battery. Only when the battery's size or nature makes that impossible may the details move to the packaging or an accompanying document, so a Netherlands importer's details need to reach the factory before printing.

What Anxin does: We pass the Netherlands importer's name and address block to the manufacturer before the goods are packed in China and check carton or battery photos for it before loading.

  6. Import country

Instructions and safety information in the language of Netherlands

Importers must make sure batteries come with instructions and safety information in a language end-users in Netherlands easily understand, as that Member State decides. Printed inserts and carton text are far easier to change before the goods are packed in China.

What Anxin does: We ask the importer which language Netherlands requires and check carton and insert photos against it before loading.

Documents & compliance

Documents to line up for Tianjin → IJmuiden

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

In Tianjin, before the box is loaded

  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)

For the shipping line

  • Routing (Suez or Cape of Good Hope) and any transhipment port stated on the booking confirmation
  • UN 38.3 test summary for every cell and battery type
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)

For import into Netherlands

  • Instructions and safety information in the language Netherlands requires
  • Repacking planned outside the port, after onward transport
  • Label and QR-code status against the August 2026 and February 2027 dates

Match the details first

We line up UN numbers, model names and package counts across the Tianjin filings, the booking with the carrier and the documents for Netherlands before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at IJmuiden.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Common questions on the Tianjin → IJmuiden route

ADR, which the EU applies to domestic journeys through Directive 2008/68/EC. UN 3480 is class 9, transport category 2, with tunnel restriction code (E).

Ships of 5,000 GT and above calling at EU ports are in the EU Emissions Trading System, covering 50% of the emissions of a voyage from outside the EU. Lines must surrender allowances for 70% of 2025 emissions and 100% from 2027, and may pass the cost on as a surcharge.

The green channel Tianjin MSA announced in July 2026 is for new-energy-vehicle cargo. For battery containers we plan on the normal review and file early, because Tianjin MSA has said long reviews under the traditional model often cost firms their vessel cut-off.
