North China's main container gateway, where Tianjin Customs lets DG containers be inspected at the factory and loaded on arrival within a booked port slot, and where the Bohai Bay freezes at its edges in mid-winter.

Where this route gets difficult

6 pain points from Tianjin to Johor

Loading port first, then the sea leg, then Johor and the Malaysia market.

  1. Origin port

    Ice at the Haihe estuary in winter

    Every winter the Bohai Sea ices over, and the Haihe estuary at Tianjin is one of the harder-hit areas. For 2021/22 the national marine forecast centre put the peak ice period between mid-January and mid-February, with floating ice about 5 nautical miles out in Bohai Bay. Ice and cold slow port work just as the Chinese New Year peak arrives.

    What Anxin does: For January and February sailings from Tianjin we add slack between stuffing and the DG cut-off and confirm the vessel's berthing window with the carrier the week before loading.

  2. Origin port

    Tianjin's supervised factory loading and port slots

    Under Tianjin Customs' 'supervised factory loading, direct loading on port arrival' model, officers supervise stuffing at the factory, the declaration is lodged early through the single window, and the box enters the port in a slot booked on the customs–port platform before going straight to the ship; inspections take place in closed yards at the Beijiang and Dongjiang terminals. The gain holds only if stuffing date, slot and declared data agree.

    What Anxin does: We fix the stuffing date against the vessel's DG cut-off first, then book the entry slot, and check that the declaration, the packing certificate and the container number agree before the truck leaves, so the box is not diverted to an inspection yard for a data mismatch.

  3. Sea corridor

    Typhoons close ports on both ends of the route

    Western North Pacific typhoons average 25.1 a year (JMA, 1991-2020), with August and September the busiest months. For Johor the risk is less the sea passage than a port closure in Tianjin or on arrival, which moves the box and its DG declaration to a later ship.

    What Anxin does: In typhoon months we check the carrier's DG acceptance for the next two vessels as well, so a rolled container can be refiled quickly rather than rebooked from scratch.

  4. Import country

    Chargers and adapters need an Energy Commission approval

    Adapters and chargers are among the 34 categories of regulated electrical equipment in Malaysia. Importing them needs a Certificate of Approval from the Energy Commission under regulation 97, and they must carry the label required by regulation 98, so a battery product shipped with its charger to Johor needs both.

    What Anxin does: When chargers or adapters are packed with the batteries, we ask the importer for the Certificate of Approval and check the label on product photos before loading in Tianjin.

  5. Import country

    Vehicle batteries need a MITI Approved Permit since January 2026

    Since 1 January 2026 new accumulators for vehicles of headings 87.01-87.05, 87.09 and 87.11 need a MITI Approved Permit, applied for through ePermit and supported by SIRIM certification. The permit is valid for six months, so a shipment to Johor has to arrive while it is still current.

    What Anxin does: For EV or motorcycle batteries going to Johor, we ask the importer for the AP number and its expiry date before booking, and time the sailing inside it.

  6. Import country

    Used vehicle batteries are not accepted

    MITI's 2026 control on vehicle accumulators covers new batteries only; used batteries are not allowed under it. Second-life or refurbished packs for Johor should be checked against the rules before anything is booked.

    What Anxin does: We ask for the battery's condition and history at quotation, and decline to book used vehicle batteries for Malaysia until the importer has confirmed they may enter.
