Where this route gets difficult

What to watch between Tianjin and Riga: 5 points

Loading port first, then the sea leg, then Riga and the Latvia market.

  1. Origin port

    Packaging appraisal comes first, even with Tianjin's quicker release

    China requires use appraisal of export dangerous-goods packaging before the goods may be exported. Tianjin port's 2025 facilitation measures shortened packaging appraisal time for lithium battery exports through quick release, and Tianjin Port Group provides port services for lithium DG containers, but the appraisal certificate is still a precondition for the rest of the filing.

    What Anxin does: We check at quotation that the packaging maker has its performance appraisal and apply for the use appraisal as soon as the packing is fixed, so the certificate is in hand before the MSA filing.

  2. Sea corridor

    Through the Danish straits, possibly on a feeder

    Cargo for Riga has to pass the Danish straits. IMO recommends pilots on Route T for ships of 11 m draught or more, and the Danish Maritime Authority reports ships that ignore the recommendation to their flag state. Whether the box stays on one vessel or is transhipped onto a feeder at a North Sea port, each vessel has to accept the UN numbers.

    What Anxin does: We ask the carrier to name any transhipment port and the feeder operator on the booking and confirm DG acceptance for that leg as well as the mainline.

  3. Import country

    A producer registration in Latvia before the first sale

    The Battery Regulation makes registration national: whoever first makes batteries available in Latvia must be entered in that Member State's producer register, and the authority has up to 12 weeks to grant a complete application. A brand based outside Latvia cannot rely on an EU registration held elsewhere; it needs an authorised representative for producer responsibility in Latvia.

    What Anxin does: At booking we ask which company is the producer of record in Latvia and for its registration number there, so a missing registration surfaces while the goods are still in Tianjin rather than after discharge in Riga.

  4. Import country

    Instructions and safety information in the language of Latvia

    Importers must make sure batteries come with instructions and safety information in a language end-users in Latvia easily understand, as that Member State decides. Printed inserts and carton text are far easier to change before the goods are packed in China.

    What Anxin does: We ask the importer which language Latvia requires and check carton and insert photos against it before loading.

  5. Import country

    Due diligence on battery raw materials from August 2027

    Regulation (EU) 2025/1561 pushed the Battery Regulation's due diligence duties for cobalt, lithium, nickel and natural graphite back to 18 August 2027 and gave the Commission until 26 July 2026 for its guidelines. Buyers in Latvia are already collecting the supply-chain information they will need.

    What Anxin does: We pass the Latvia buyer's due diligence questions to the manufacturer and keep their answers with the shipment file; the policy itself remains the producer's responsibility.
