Where this route gets difficult

5 points to plan for on the Tianjin → Dumai route

They run from the Tianjin terminal through the voyage to Dumai and the Indonesia import file.

  1. Origin port

    A slow document review at Tianjin can mean a missed vessel

    Tianjin MSA itself said in July 2026 that, under the traditional review model, long document reviews often made firms miss the vessel's document cut-off, leaving cargo in port to be re-allocated to another ship. Its new fast-track green channel (appointment-based, more than 50% faster, with a fixed document list) is for new-energy-vehicle cargo; battery shipments should not assume they qualify.

    What Anxin does: We submit the cargo report with the full document set (safe-carriage declaration, SDS, packing certificate, packaging certificate) days before the cut-off rather than on the day, and treat any MSA query as same-day work.

  2. Origin port

    Tianjin's supervised factory loading and port slots

    Under Tianjin Customs' 'supervised factory loading, direct loading on port arrival' model, officers supervise stuffing at the factory, the declaration is lodged early through the single window, and the box enters the port in a slot booked on the customs–port platform before going straight to the ship; inspections take place in closed yards at the Beijiang and Dongjiang terminals. The gain holds only if stuffing date, slot and declared data agree.

    What Anxin does: We fix the stuffing date against the vessel's DG cut-off first, then book the entry slot, and check that the declaration, the packing certificate and the container number agree before the truck leaves, so the box is not diverted to an inspection yard for a data mismatch.

  3. Sea corridor

    Typhoon season on the run to Dumai

    The Japan Meteorological Agency counts an average of 25.1 typhoons a year in the western North Pacific, most of them in August and September. On the run to Dumai a storm can shut the loading port in China or the discharge port for a day or more, and the dangerous goods filings then have to follow the box to its next vessel.

    What Anxin does: In typhoon months we check the carrier's DG acceptance for the next two vessels as well, so a rolled container can be refiled quickly rather than rebooked from scratch.

  4. Import country

    Primary cells need SNI certification and marking

    Since 20 May 2025 primary batteries sold in Indonesia must be SNI-certified and marked (Permenperin 69/2024). A consignment for Dumai that mixes lithium-ion packs with primary cells needs the certificate for the latter.

    What Anxin does: When a shipment includes primary cells, we ask the importer for the SNI certificate and check the marking on carton photos before loading.

  5. Import country

    Used batteries need an import approval and surveyor report

    Permendag 24/2025 treats batteries that are not new as controlled imports: the importer needs a business number with an API-P, an import approval and a surveyor's report, all through INSW. Refurbished or second-life packs for Dumai cannot simply be booked as general cargo.

    What Anxin does: We ask whether the batteries are new at quotation, and for anything used we wait for the importer's approval before booking.

Documents & compliance

Checklist for Tianjin → Dumai

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.
