Where this route gets difficult

Where Tianjin → Banten shipments get held up: 5 points

They run from the Tianjin terminal through the voyage to Banten and the Indonesia import file.

  1. Origin port

    Packaging appraisal comes first, even with Tianjin's quicker release

    China requires use appraisal of export dangerous-goods packaging before the goods may be exported. Tianjin port's 2025 facilitation measures shortened packaging appraisal time for lithium battery exports through quick release, and Tianjin Port Group provides port services for lithium DG containers, but the appraisal certificate is still a precondition for the rest of the filing.

    What Anxin does: We check at quotation that the packaging maker has its performance appraisal and apply for the use appraisal as soon as the packing is fixed, so the certificate is in hand before the MSA filing.

  2. Origin port

    At Tianjin the port slot is booked before the truck leaves the factory

    Tianjin Customs runs a 'supervised factory loading, direct loading on port arrival' model for dangerous goods: officers oversee stuffing at the factory, the declaration goes in early through the single window, and the container enters the port in a slot booked on the customs–port platform and goes straight to the ship. Any inspection happens in closed yards inside the Beijiang and Dongjiang terminals. The time saved depends on the stuffing date, the slot and the declared data all matching.

    What Anxin does: We fix the stuffing date against the vessel's DG cut-off first, then book the entry slot, and check that the declaration, the packing certificate and the container number agree before the truck leaves, so the box is not diverted to an inspection yard for a data mismatch.

  3. Sea corridor

    North-east monsoon seas, November to March

    MetMalaysia describes the north-east monsoon, usually November to March, as bringing heavy rain and rough seas off the east coast of Peninsular Malaysia, western Sarawak and eastern Sabah, with strong-wind and rough-sea warnings for the South China Sea. Routes to Banten cross those waters in the season, and a rough crossing tests the stow.

    What Anxin does: For winter sailings we pay particular attention to how battery cartons are stacked and secured, and ask the packing site for photos of each tier before the doors are closed.

  4. Import country

    Arrival notice 24 hours ahead, manifest before unloading

    Indonesian customs rules (PMK 158) want the carrier's arrival notification at least 24 hours before arrival for voyages of 24 hours or more, and the inward manifest before any cargo is unloaded at Banten. Discrepancies in the DG description then hold the container.

    What Anxin does: We give the carrier final cargo data, HS code and UN number before sailing from Tianjin, so the Indonesian manifest matches the DG declaration.

  5. Import country

    Used batteries need an import approval and surveyor report

    Permendag 24/2025 treats batteries that are not new as controlled imports: the importer needs a business number with an API-P, an import approval and a surveyor's report, all through INSW. Refurbished or second-life packs for Banten cannot simply be booked as general cargo.

    What Anxin does: We ask whether the batteries are new at quotation, and for anything used we wait for the importer's approval before booking.

Primary batteries have needed SNI certification and marking since 20 May 2025. Lithium-ion packs should be checked by the importer against the current SNI list.

It waits or moves to the next vessel. The dangerous goods declaration has to be refiled for that vessel, which is why we check DG acceptance for a back-up sailing in typhoon months.

Tianjin Customs offers a 'supervised factory loading, direct loading on port arrival' model: stuffing is supervised at the factory, the box enters the port in a booked slot and is loaded directly.
