From Tianjin to New Mangalore, cargo moves from North China through Tianjin Xingang, crosses the Malacca Strait and then the Indian Ocean, and is discharged at the port of New Mangalore.
India adds BIS registration for lithium cells and batteries, checked online by customs. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
An Indian Ocean route: rough south-west monsoon seas from June to September and cyclone windows in April-May and October-December.
For India, the BIS registration has to match exactly and the Bill of Entry goes in before arrival.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at New Mangalore and at customs in India.
Export dangerous-goods packaging must pass use appraisal in China before the goods can leave. Tianjin port's 2025 measures shortened appraisal time for lithium battery exports through quick release, and Tianjin Port Group handles lithium DG containers, but without the appraisal certificate the rest of the filing cannot proceed.
What Anxin does: We check at quotation that the packaging maker has its performance appraisal and apply for the use appraisal as soon as the packing is fixed, so the certificate is in hand before the MSA filing.
The India Meteorological Department describes two cyclone seasons in the North Indian Ocean, April–May and October–December, the latter being the main one. Port closures and vessels waiting out a storm push the arrival at New Mangalore back.
What Anxin does: For sailings in those months we plan delivery with slack at New Mangalore and confirm the carrier's revised arrival before booking onward transport.
Lithium-ion cells and batteries are under BIS's Compulsory Registration Scheme (IS 16046 Part 2). The manufacturer needs its own registration, and the R-number goes into the Bill of Entry at New Mangalore; batteries without it cannot be cleared.
What Anxin does: Before booking we ask for the manufacturer's BIS R-number and check that it covers the models and factory named in the shipment.
The India Meteorological Department dates the south-west monsoon's arrival over Kerala to around 1 June (4 June in 2026), after which it moves north and covers the whole country by about mid-July. From then until the season ends, arrivals at New Mangalore meet monsoon rain on the quay and on the roads inland.
What Anxin does: For monsoon-season arrivals at New Mangalore we ask for cartons with moisture protection and tell the consignee to plan unstuffing under cover.
India's Battery Waste Management Rules 2022 treat importers as producers. The importer of batteries through New Mangalore must register with the CPCB and meet its extended producer responsibility obligations before selling them.
What Anxin does: At quotation we ask the importer for its CPCB producer registration, so the EPR point is settled before the first shipment.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Tianjin export filings, the carrier booking and the India import papers. We compare all three before confirming space.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Cyclone closes the port or delays arrival | North Indian Ocean, Apr–May and Oct–Dec | Slack in delivery plan | Carrier / consignee |
Questions
They verify the registration on crsbis.in, including manufacturer, model and factory location, and refuse deferred or cancelled registrations.
Often, yes. Colombo is the main relay for Indian cargo, so we ask the carrier where the service relays and check that the feeder accepts the batteries too.
The green channel Tianjin MSA announced in July 2026 is for new-energy-vehicle cargo. For battery containers we plan on the normal review and file early, because Tianjin MSA has said long reviews under the traditional model often cost firms their vessel cut-off.
