Lithium batteries for Vaasa go through Tianjin, with its Beijiang and Dongjiang terminals on the Bohai Bay. On the way they face a Suez-or-Cape voyage that ends with the Danish straits and the Baltic, and they arrive at the port of Vaasa.

Where this route gets difficult

5 points to plan for on the Tianjin → Vaasa route

In the order the cargo meets them: at the loading port, at sea, at Vaasa and at customs in Finland.

  1. Origin port

    Packaging appraisal is still the first step at Tianjin

    Export dangerous-goods packaging must pass use appraisal in China before the goods can leave. Tianjin port's 2025 measures shortened appraisal time for lithium battery exports through quick release, and Tianjin Port Group handles lithium DG containers, but without the appraisal certificate the rest of the filing cannot proceed.

    What Anxin does: We check at quotation that the packaging maker has its performance appraisal and apply for the use appraisal as soon as the packing is fixed, so the certificate is in hand before the MSA filing.

  2. Sea corridor

    The inbound leg's emissions now count under EU ETS

    Because Vaasa is an EU port, container ships of 5,000 GT or more calling there fall under the EU Emissions Trading System, which covers half the emissions of the voyage from China. Lines surrendered allowances for 70% of those emissions in 2025 and must cover 100% from 2027, a cost that can reach shippers as a surcharge.

    What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.

  3. Import country

    The truck leg out of Vaasa runs under ADR

    Once the container leaves the terminal by road, ADR applies: Directive 2008/68/EC makes EU countries use it for domestic dangerous goods journeys as well as international ones. UN 3480 is class 9, transport category 2, with tunnel restriction code (E), so the haulier in Finland has to plan around category E tunnels, and damaged or defective batteries fall under special provision 376 and packing instructions P908 or P911 instead of P903.

    What Anxin does: We give the Finland haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Tianjin.

  4. Import country

    Safety documentation for stationary storage systems

    Since 18 August 2024 a stationary battery energy storage system placed on the EU market must be safe in normal operation, and its technical documentation must show testing against the Annex V safety parameters, from thermal shock and short-circuit protection to over-discharge and thermal propagation. Buyers of ESS cabinets in Finland increasingly ask for that file before delivery.

    What Anxin does: For ESS cabinets and racks bound for Finland we ask the manufacturer to confirm that the Annex V test documentation exists before booking and note the answer in the shipment file.

  5. Import country

    Substance limits for portable batteries

    For portable batteries, Annex I sets maximum levels of 0.0005 % mercury, 0.002 % cadmium and 0.01 % lead by weight, the lead limit applying since 18 August 2024. The importer in Finland may be asked by market surveillance to demonstrate compliance.

    What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the Finland importer; we do not test batteries.
