Where this route gets difficult

5 points to plan for on the Tianjin → Tallinn route

Loading port first, then the sea leg, then Tallinn and the Estonia market.

  1. Origin port

    Packaging appraisal is still the first step at Tianjin

    Export dangerous-goods packaging must pass use appraisal in China before the goods can leave. Tianjin port's 2025 measures shortened appraisal time for lithium battery exports through quick release, and Tianjin Port Group handles lithium DG containers, but without the appraisal certificate the rest of the filing cannot proceed.

    What Anxin does: We check at quotation that the packaging maker has its performance appraisal and apply for the use appraisal as soon as the packing is fixed, so the certificate is in hand before the MSA filing.

  2. Origin port

    Ice at the Haihe estuary in winter

    Every winter the Bohai Sea ices over, and the Haihe estuary at Tianjin is one of the harder-hit areas. For 2021/22 the national marine forecast centre put the peak ice period between mid-January and mid-February, with floating ice about 5 nautical miles out in Bohai Bay. Ice and cold slow port work just as the Chinese New Year peak arrives.

    What Anxin does: For January and February sailings from Tianjin we add slack between stuffing and the DG cut-off and confirm the vessel's berthing window with the carrier the week before loading.

  3. Sea corridor

    Finnish winter traffic restrictions and ice class

    Each winter Finland's Transport Infrastructure Agency restricts traffic to its ports so that only ships of a given ice class and deadweight receive icebreaker assistance; exemption requests are due three working days before arrival at the latest, and Baltic restrictions appear on baltice.org. During the restriction period a feeder lacking the ice class may be refused at Tallinn.

    What Anxin does: For winter shipments we check the restrictions in force on baltice.org for Tallinn and ask the carrier to confirm that the final feeder has the required ice class before we book.

  4. Import country

    CE marking and a declaration of conformity in the right language

    The importer in Estonia carries the check: CE marking on the battery and an EU declaration of conformity, translated into the language Estonia asks for, have both been required since 18 August 2024 for batteries entering the EU market.

    What Anxin does: We ask the manufacturer in China for the declaration of conformity and a photo of the CE marking on the battery or its packaging before loading, and pass them to the Estonia importer. We check that the documents exist and match the goods; we do not assess conformity.

  5. Import country

    Safety information in a language Estonia accepts

    An importer has to ensure that batteries are accompanied by instructions and safety information in a language that end-users in Estonia can easily understand, as the Member State determines. Inserts and carton print are much simpler to adjust before packing in China.

    What Anxin does: We ask the importer which language Estonia requires and check carton and insert photos against it before loading.

Documents & compliance

Checklist for Tianjin → Tallinn

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

  • Packaging use-appraisal certificate issued before the MSA cargo report is filed

  • Haulier in Estonia briefed with UN number, class 9 and tunnel code (E) for the road leg
  • Producer of record in Estonia and its national registration number

One consistent file

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Tianjin export filings, the carrier booking and the Estonia import papers. We compare all three before confirming space.

Yes, but in the restriction period only ships of the required ice class and deadweight receive icebreaker assistance. Finland's agency publishes the restrictions on baltice.org, with exemption requests due at least three working days before arrival.

The green channel Tianjin MSA announced in July 2026 is for new-energy-vehicle cargo. For battery containers we plan on the normal review and file early, because Tianjin MSA has said long reviews under the traditional model often cost firms their vessel cut-off.
