Lithium batteries for Victoria go through Tianjin, with its Beijiang and Dongjiang terminals on the Bohai Bay. On the way they face a North Pacific crossing with no chokepoint but real winter-storm exposure, and they arrive at the port of Victoria.

Canadian clearance depends on eManifest data filed before loading and on the importer's CARM set-up. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

What we need to start

  • Tianjin Xingang export
  • Factory-supervised loading
  • Bilingual labels
  • eManifest cut-off
  • CARM account

Route profile

How Tianjin → Victoria differs from other lanes

Origin port

Tianjin (Xingang)

North China's main container gateway, where Tianjin Customs lets DG containers be inspected at the factory and loaded on arrival within a booked port slot, and where the Bohai Bay freezes at its edges in mid-winter.

Import country

Canada

Container data due 24 hours before loading, CARM security for release before payment, and a road leg that accepts IMDG papers under Canadian conditions.

Where this route gets difficult

5 pain points from Tianjin to Victoria

Loading port first, then the sea leg, then Victoria and the Canada market.

  1. Origin port

Document review time at Tianjin and the cut-off

In July 2026 Tianjin MSA acknowledged that long document reviews under its traditional model often caused firms to miss the vessel's document cut-off, leaving cargo in port for another ship. The new appointment-based green channel, more than 50% faster with a fixed document list, is for new-energy-vehicle cargo; battery shipments should not count on it.

What Anxin does: We submit the cargo report with the full document set (safe-carriage declaration, SDS, packing certificate, packaging certificate) days before the cut-off rather than on the day, and treat any MSA query as same-day work.

  2. Origin port

Tianjin's supervised factory loading and port slots

Under Tianjin Customs' 'supervised factory loading, direct loading on port arrival' model, officers supervise stuffing at the factory, the declaration is lodged early through the single window, and the box enters the port in a slot booked on the customs–port platform before going straight to the ship; inspections take place in closed yards at the Beijiang and Dongjiang terminals. The gain holds only if stuffing date, slot and declared data agree.

What Anxin does: We fix the stuffing date against the vessel's DG cut-off first, then book the entry slot, and check that the declaration, the packing certificate and the container number agree before the truck leaves, so the box is not diverted to an inspection yard for a data mismatch.

  3. Sea corridor

No chokepoint, but North Pacific storms

The drawn corridor from Tianjin crosses the North Pacific, with no canal and no Red Sea exposure. Weather is the risk instead. In November 2020 the ONE Apus, sailing from Yantian to Long Beach, suffered a stack collapse in a storm about 1,600 nautical miles north-west of Hawaii; its owners reported that more than 1,900 containers could be lost or damaged, including up to 40 hazmat boxes.

What Anxin does: For winter sailings especially, we review blocking and bracing on stuffing photos against the CINS points before sealing, and make sure the DG declaration is complete, so a damaged box can be identified and handled correctly.

  4. Import country

BC producers need an EPR plan by December 2026

Battery-containing products, portable power stations and replacement batteries sold in British Columbia fall under a new EPR category: plans are due by 15 December 2026 and programs must operate by 1 October 2027. For goods landed at Victoria, whoever counts as the producer has to be ready.

What Anxin does: For goods sold in British Columbia after landing at Victoria, we flag the 2026 plan deadline to the importer so the brand owner's EPR membership is settled before the program starts.

  5. Import country

English and French on consumer labels

Canada's consumer packaging rules require most mandatory label information on prepackaged consumer products in both English and French. Only the dealer's name and address may be in one language, and imported goods that do not state their origin need 'imported by / importé par' before it.

What Anxin does: For retail-packed goods going to Victoria, we check the carton and retail-box artwork for the bilingual text before production is packed.

Documents & compliance

Documents to line up for Tianjin → Victoria

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

At the Tianjin end

  • Stuffing date, port-entry slot and DG cut-off at Tianjin agreed in that order
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable

For the shipping line

  • Stuffing photos before, during and after packing, checked for blocking and bracing
  • UN 38.3 test summary for every cell and battery type
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)

At the Canada end

  • Importer's CARM account and release-prior-to-payment security confirmed
  • English DG documents with a 24-hour number for the Canadian road leg

Before you book

Match the details first

We line up UN numbers, model names and package counts across the Tianjin filings, the booking with the carrier and the documents for Canada before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Victoria.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Questions about shipping from Tianjin to Victoria

At least 24 hours before loading in China. If the data are amended electronically before the ship sails, the 24 hours restart from the CBSA's acknowledgement.

Weather is the main risk on this crossing: NOAA recorded hurricane-force North Pacific storms from October to April, most often in December. We tighten the packing checks for those sailings.

Tianjin Customs offers a 'supervised factory loading, direct loading on port arrival' model: stuffing is supervised at the factory, the box enters the port in a booked slot and is loaded directly. Whether a given shipment can use it depends on the customs arrangement for the exporter and the port slot; we check both when you book.
