Lithium batteries for Vancouver go out of Tianjin's Xingang terminals, where customs can supervise stuffing at the factory and the box goes straight to the ship on a booked slot. On the way they face a great-circle crossing of the North Pacific, and they arrive at the port of Vancouver.

Canadian clearance depends on eManifest data filed before loading and on the importer's CARM set-up. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

What we need to start

  • Tianjin Xingang export
  • Factory-supervised loading
  • CARM account
  • Bilingual labels
  • eManifest cut-off

Route profile

What sets Tianjin → Vancouver apart

Origin port

Tianjin (Xingang)

North China's main container gateway, where Tianjin Customs lets DG containers be inspected at the factory and loaded on arrival within a booked port slot, and where the Bohai Bay freezes at its edges in mid-winter.

Sea corridor

Transpacific (North Pacific)

A great-circle route across the North Pacific, exposed to hurricane-force winter storms from October to April.

Where this route gets difficult

Where Tianjin → Vancouver shipments get held up: 5 points

Listed from loading in Tianjin to import into Canada, each with what we do about it.

  1. Origin port

Packaging appraisal is still the first step at Tianjin

Export dangerous-goods packaging must pass use appraisal in China before the goods can leave. Tianjin port's 2025 measures shortened appraisal time for lithium battery exports through quick release, and Tianjin Port Group handles lithium DG containers, but without the appraisal certificate the rest of the filing cannot proceed.

What Anxin does: We check at quotation that the packaging maker has its performance appraisal and apply for the use appraisal as soon as the packing is fixed, so the certificate is in hand before the MSA filing.

  2. Sea corridor

Hurricane-force winter storms, October to April

NOAA's Ocean Prediction Center has recorded hurricane-force winds (64 knots or more) in mid-latitude North Pacific storms in every month from October to April, most often in December, with 15 to 23 such storms a season in its 2001–2004 study. These are not tropical systems, so they arrive outside typhoon season.

What Anxin does: For October–April sailings we check blocking and bracing on stuffing photos before sealing and confirm the full DG data are on the manifest.

  3. Import country

BC producers need an EPR plan by December 2026

Battery-containing products, portable power stations and replacement batteries sold in British Columbia fall under a new EPR category: plans are due by 15 December 2026 and programs must operate by 1 October 2027. For goods landed at Vancouver, whoever counts as the producer has to be ready.

What Anxin does: For goods sold in British Columbia after landing at Vancouver, we flag the 2026 plan deadline to the importer so the brand owner's EPR membership is settled before the program starts.

  4. Import country

Release before payment needs security posted in CARM

Since the CARM transition ended on 20 May 2025, importers without financial security posted in the CARM Client Portal no longer get release prior to payment; they pay duties and taxes when the goods are released. For a first shipment through Vancouver, that decides whether goods can leave the terminal before the duty is settled.

What Anxin does: At quotation we ask the Canada importer whether its CARM account has security posted for release prior to payment, so the broker's release plan is known before the ship arrives.

  5. Import country

A 24-hour number and English or French documents for the Canadian road leg

Canada accepts IMDG marking and documentation for the truck move out of Vancouver (TDG s. 9.3), provided the shipping document is legible in English or French, gives a 24-hour number and the container is placarded under TDG Part 4 or the IMDG Code.

What Anxin does: We check that the DG declaration is in English, carries a 24-hour number that the consignee has arranged and matches the container's placards before the documents go to the Canadian trucker.

Documents & compliance

Documents to line up for Tianjin → Vancouver

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Before loading in Tianjin

  • Packaging use-appraisal certificate issued before the MSA cargo report is filed
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • Bilingual (English/French) retail labelling checked on artwork
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report

For the shipping line

  • Stuffing photos before, during and after packing, checked for blocking and bracing
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards

For import into Canada

  • Importer's CARM account and release-prior-to-payment security confirmed

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Tianjin filings, the carrier booking and the Canada import file. We check the three against each other before the booking is confirmed.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Common questions on the Tianjin → Vancouver route

Yes. TDG s. 9.3 allows IMDG documentation and marks for an international consignment going to or from a port, provided the document is legible in English or French and carries a 24-hour number.

Weather is the main risk on this crossing: NOAA recorded hurricane-force North Pacific storms from October to April, most often in December. We tighten the packing checks for those sailings.

Tianjin Customs offers a 'supervised factory loading, direct loading on port arrival' model: stuffing is supervised at the factory, the box enters the port in a booked slot and is loaded directly. Whether a given shipment can use it depends on the customs arrangement for the exporter and the port slot; we check both when you book.
