Lithium batteries for Montreal go through Tianjin, with its Beijiang and Dongjiang terminals on the Bohai Bay. On the way they face a long voyage ending in the North Atlantic or the Gulf of St Lawrence, and they arrive at the port of Montreal.

Canadian clearance depends on eManifest data filed before loading and on the importer's CARM set-up. Below are 6 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

What we need to start

  • Tianjin Xingang export
  • Factory-supervised loading
  • Bilingual labels
  • eManifest cut-off
  • CARM account

Route profile

How Tianjin → Montreal differs from other lanes

Origin port

Tianjin (Xingang)

North China's main container gateway, where Tianjin Customs lets DG containers be inspected at the factory and loaded on arrival within a booked port slot, and where the Bohai Bay freezes at its edges in mid-winter.

Import country

Canada

Container data due 24 hours before loading, CARM security for release before payment, and a road leg that accepts IMDG papers under Canadian conditions.

Where this route gets difficult

Where Tianjin → Montreal shipments get held up: 6 points

Loading port first, then the sea leg, then Montreal and the Canada market.

  1. Origin port

A slow document review at Tianjin can mean a missed vessel

Tianjin MSA itself said in July 2026 that, under the traditional review model, long document reviews often made firms miss the vessel's document cut-off, leaving cargo in port to be re-allocated to another ship. Its new fast-track green channel (appointment-based, more than 50% faster, with a fixed document list) is for new-energy-vehicle cargo; battery shipments should not assume they qualify.

What Anxin does: We submit the cargo report with the full document set (safe-carriage declaration, SDS, packing certificate, packaging certificate) days before the cut-off rather than on the day, and treat any MSA query as same-day work.

  2. Origin port

Packaging appraisal is still the first step at Tianjin

Export dangerous-goods packaging must pass use appraisal in China before the goods can leave. Tianjin port's 2025 measures shortened appraisal time for lithium battery exports through quick release, and Tianjin Port Group handles lithium DG containers, but without the appraisal certificate the rest of the filing cannot proceed.

What Anxin does: We check at quotation that the packaging maker has its performance appraisal and apply for the use appraisal as soon as the packing is fixed, so the certificate is in hand before the MSA filing.

  3. Sea corridor

Panama draft or Suez routing decides the first half

Services to Montreal run either via Panama, where the Neopanamax draft depends on Gatun Lake (a planned cut was postponed in September 2026), or via Suez and the Mediterranean, where Mediterranean services used the Red Sea 57% of the time in September 2026.

What Anxin does: We ask the carrier which routing the service uses and quote the options separately.

  4. Import country

CARM: no posted security, no release before payment

The CBSA's CARM transition ended in May 2025. Importer accounts with dutiable goods that had not posted financial security were removed from release prior to payment, and they now pay duties and taxes at release. An importer new to Montreal has to settle this before the first container lands.

What Anxin does: At quotation we ask the Canada importer whether its CARM account has security posted for release prior to payment, so the broker's release plan is known before the ship arrives.

  5. Import country

A Montreal port permit before DG can move

The Montreal Port Authority requires a permit before any dangerous goods are moved in the port. The vessel side applies, so the carrier needs complete DG data in time to file before arrival.

What Anxin does: We make sure the carrier's DG manifest for Montreal is final well before the St Lawrence leg, so the permit is not waiting on corrections.

  6. Import country

IMDG papers work on the road leg, with Canadian conditions

TDG Regulations s. 9.3 let an international consignment move by road to or from Montreal under IMDG classification, marks, labels and documents. The shipping document must still be legible in English or French and show a 24-hour telephone number, and a container must carry placards under TDG Part 4 or the IMDG Code.

What Anxin does: We check that the DG declaration is in English, carries a 24-hour number that the consignee has arranged and matches the container's placards before the documents go to the Canadian trucker.

Documents & compliance

Checklist for Tianjin → Montreal

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

At the Tianjin end

  • Packaging use-appraisal certificate issued before the MSA cargo report is filed
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • Bilingual (English/French) retail labelling checked on artwork
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report

For the shipping line

  • In winter: ice capability of the vessel or feeder serving the port confirmed
  • Condition statement: new, used, damaged/defective (SP376) or for recycling (SP377)
  • Final cargo data with the carrier before the eManifest cut-off; no amendments after filing

For import into Canada

  • Importer's CARM account and release-prior-to-payment security confirmed

Match the details first

We line up UN numbers, model names and package counts across the Tianjin filings, the booking with the carrier and the documents for Canada before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Montreal.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Common questions on the Tianjin → Montreal route

At least 24 hours before loading in China. If the data are amended electronically before the ship sails, the 24 hours restart from the CBSA's acknowledgement.

Yes, but the Coast Guard's icebreaking season on the Gulf of St Lawrence and the river typically runs from December to May, and vessels must report their ice class to ECAREG CANADA. We confirm the vessel's ice capability when booking.

The green channel Tianjin MSA announced in July 2026 is for new-energy-vehicle cargo. For battery containers we plan on the normal review and file early, because Tianjin MSA has said long reviews under the traditional model often cost firms their vessel cut-off.
