Lithium batteries for Zeebrugge go from North China through Tianjin Xingang. On the way they face a voyage that may run through Suez as drawn or round the Cape, depending on the service, and they arrive at the port of Zeebrugge.
The Belgian side adds Bebat producer responsibility to the EU battery rules. The 6 points below are particular to this lane; each comes with what we do and the paperwork it touches.
What we need to start
Route profile
North China's main container gateway, where Tianjin Customs lets DG containers be inspected at the factory and loaded on arrival within a booked port slot, and where the Bohai Bay freezes at its edges in mid-winter.
The map shows the Suez corridor, but in September 2026 most Asia–North Europe capacity still sails round the Cape of Good Hope.

Where this route gets difficult
Listed from loading in Tianjin to import into Belgium, each with what we do about it.
China requires use appraisal of export dangerous-goods packaging before the goods may be exported. Tianjin port's 2025 facilitation measures shortened packaging appraisal time for lithium battery exports through quick release, and Tianjin Port Group provides port services for lithium DG containers, but the appraisal certificate is still a precondition for the rest of the filing.
What Anxin does: We check at quotation that the packaging maker has its performance appraisal and apply for the use appraisal as soon as the packing is fixed, so the certificate is in hand before the MSA filing.
Tianjin Customs runs a 'supervised factory loading, direct loading on port arrival' model for dangerous goods: officers oversee stuffing at the factory, the declaration goes in early through the single window, and the container enters the port in a slot booked on the customs–port platform and goes straight to the ship. Any inspection happens in closed yards inside the Beijiang and Dongjiang terminals. The time saved depends on the stuffing date, the slot and the declared data all matching.
What Anxin does: We fix the stuffing date against the vessel's DG cut-off first, then book the entry slot, and check that the declaration, the packing certificate and the container number agree before the truck leaves, so the box is not diverted to an inspection yard for a data mismatch.
The corridor on this page is drawn through Bab-el-Mandeb and the Suez Canal. In practice, Sea-Intelligence data for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%: 27% for services to North Europe and 57% for Mediterranean services. Which service calls at Zeebrugge decides whether the box goes through Suez or round the Cape of Good Hope, and the two routings differ in length, in the waters crossed and in the ports where a box might be transhipped.
What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.
Whoever places batteries on the Belgian market carries producer responsibility, and most do it by joining Bebat, the only nationwide collective take-back organisation, through MyBebat. The alternative is an individual plan approved by the regional authority, OVAM in Flanders for example, backed by financial security. Sellers without a Belgian presence need an authorised representative.
What Anxin does: We ask the Belgian importer whether it is a Bebat member or runs an approved plan before booking, so the buyer does not discover the gap after the box reaches Zeebrugge.
Once the container leaves the terminal by road, ADR applies: Directive 2008/68/EC makes EU countries use it for domestic dangerous goods journeys as well as international ones. UN 3480 is class 9, transport category 2, with tunnel restriction code (E), so the haulier in Belgium has to plan around category E tunnels, and damaged or defective batteries fall under special provision 376 and packing instructions P908 or P911 instead of P903.
What Anxin does: We give the Belgium haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Tianjin.
An importer has to ensure that batteries are accompanied by instructions and safety information in a language that end-users in Belgium can easily understand, as the Member State determines. Inserts and carton print are much simpler to adjust before packing in China.
What Anxin does: We ask the importer which language Belgium requires and check carton and insert photos against it before loading.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Tianjin export filings, the carrier booking and the Belgium import papers. We compare all three before confirming space.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Box sent to the terminal inspection yard because declared data do not match | Beijiang / Dongjiang terminals | Declaration, packing certificate and container number cross-checked before trucking | Anxin |
| Service switches between Suez and Cape routing | Main voyage | Routing written on the booking; quotes kept separate per routing; packing assumes the longer voyage | Carrier, tracked by Anxin |
| Goods sold in Belgium with no take-back scheme | Importer in Belgium | Scheme confirmed at booking | Importer |
| Road route planned through a category E tunnel | Road leg from Zeebrugge | Tunnel code (E) passed to the haulier with the transport data | Haulier / forwarder |
Questions
24 hours before the container is loaded in China, not before it reaches Zeebrugge. Without it carriers do not load the box, and a filing without an EORI number is rejected.
Ships of 5,000 GT and above calling at EU ports are in the EU Emissions Trading System, covering 50% of the emissions of a voyage from outside the EU. Lines must surrender allowances for 70% of 2025 emissions and 100% from 2027, and may pass the cost on as a surcharge.
Tianjin Customs offers a 'supervised factory loading, direct loading on port arrival' model: stuffing is supervised at the factory, the box enters the port in a booked slot and is loaded directly. Whether a given shipment can use it depends on the customs arrangement for the exporter and the port slot; we check both when you book.
