What to watch between Shenzhen and Wilmington (Delaware): 5 points

  1. Origin port

    Packaging certificates are now visible to both customs and MSA

    Much of Shenzhen's battery cargo is made in Dongguan, home to more than 500 battery firms. In September 2026 Dongguan Customs and Dongguan MSA began sharing dangerous-goods packaging certificate data, described as a first in China, and committed to joint action against concealed and false declarations. The one-box route to Yantian, which had moved 409 containers by then, rests on that same record.

    What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.

  2. Sea corridor

    North Atlantic winter storms off the US East Coast

    The last leg north to Wilmington (Delaware) runs up the US East Coast in the North Atlantic, where NOAA's Ocean Prediction Center has recorded hurricane-force mid-latitude storms in every month from October to April, most often in January.

    What Anxin does: For October–April arrivals we check blocking and bracing on stuffing photos before sealing, and allow slack in the delivery plan.

  3. Import country

    Day 15 at the terminal: the General Order deadline

    US customs rules give an unentered container 15 calendar days at the place of unlading. After that the carrier hands it to a bonded general order warehouse, with transport and storage at the consignee's risk and expense, and for DG cargo that needs specialized storage the port director decides where it is kept (19 CFR 4.37).

    What Anxin does: We check with the importer's broker that the entry can be filed before arrival at Wilmington (Delaware), and chase any missing invoice or HTS detail while the ship is still at sea.

  4. Import country

    The carrier's AMS manifest is due 24 hours before loading

    Besides the importer's ISF, CBP must receive the carrier's electronic cargo declaration through AMS 24 hours before the container is laden in Shenzhen (19 CFR 4.7). CBP does not issue the permit to unlade at Wilmington (Delaware) until it has that declaration, and late, incomplete or inaccurate cargo data can delay or deny it.

    What Anxin does: We give the carrier or NVOCC the final cargo description, HS code, UN number and package count before the documentation cut-off in Shenzhen, so the AMS filing and the DG manifest say the same thing.

  5. Import country

    Demurrage and detention invoices must follow FMC rules

    Battery containers held for DG checks or paperwork can run up demurrage and detention at Wilmington (Delaware). Under the FMC's billing rule, in force since May 2024, carriers and terminals must invoice within 30 days with accurate, complete information, or the charge is not payable, and the billed party has at least 30 days to ask for a waiver or refund. A 2025 court ruling set aside only the section on who may be billed.

    What Anxin does: We keep the dates of discharge, availability and any DG hold for each container, so the importer can check invoices against them and dispute charges inside the FMC time limits.

Yes, if the container moves on a public highway. The IMDG waiver in 49 CFR 171.25(d)(2) only covers cargo that stays on the ship or moves between vessels; otherwise 49 CFR 172.604 requires a monitored number answered by someone with the emergency information. Goods shipped as 'Battery powered equipment' are exempt.

It can. In September 2026 the Panama Canal Authority postponed a planned draft cut in the Neopanamax locks because of Gatun Lake levels (advisory A-33-2026). We check the advisory in force when quoting.

Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data and act jointly against false declarations, so the packaging certificate and the MSA filing should match exactly.
