Where this route gets difficult

Where Shenzhen → Trenton shipments get held up: 5 points

In the order the cargo meets them: at the loading port, at sea, at Trenton and at customs in United States.

  1. Origin port

    Inspected in Dongguan, loaded unopened at Yantian

    A large share of Shenzhen's battery exports is stuffed inland and trucked to the quay. In a May 2026 cross-regional 'one-box' pilot, Yantian MSA and Dongguan MSA jointly inspected four battery containers at a Dongguan factory and loaded them at Yantian without reopening them, which shows that the factory inspection record is what counts at the terminal.

    What Anxin does: We ask at booking whether your factory and the terminal's MSA office can use the one-box arrangement, and we have stuffing photos, the packing certificate and the DG declaration match exactly, so the container is not held for re-inspection.

  2. Sea corridor

    Atlantic hurricane season in late summer

    The Atlantic hurricane season runs from 1 June to 30 November, peaking around 10 September, with most activity from mid-August to mid-October.

    What Anxin does: For August–October arrivals we plan slack and pass the carrier's revised arrival to your consignee.

  3. Import country

    The carrier's AMS manifest is due 24 hours before loading

    Besides the importer's ISF, CBP must receive the carrier's electronic cargo declaration through AMS 24 hours before the container is laden in Shenzhen (19 CFR 4.7). CBP does not issue the permit to unlade at Trenton until it has that declaration, and late, incomplete or inaccurate cargo data can delay or deny it.

    What Anxin does: We give the carrier or NVOCC the final cargo description, HS code, UN number and package count before the documentation cut-off in Shenzhen, so the AMS filing and the DG manifest say the same thing.

  4. Import country

    SP188 packages need an extra US marking

    Small cells and batteries shipped under IMDG special provision 188 do not need a dangerous goods declaration at sea, but 49 CFR 171.25(b)(3) adds a US condition: each package of UN3480 or UN3090 must carry the 'FORBIDDEN FOR TRANSPORT ABOARD PASSENGER AIRCRAFT' marking or a Cargo Aircraft Only label, and so must packages of batteries with or in equipment above 5 kg net. Cartons printed for other markets often lack it.

    What Anxin does: When the shipper declares SP188 for a Trenton booking, we check the carton photos for the US marking or CAO label before stuffing, not after discharge.

  5. Import country

    Unentered battery containers go to General Order after 15 days

    A container landed at Trenton without a release permit may stay at the terminal only until the 15th calendar day. The carrier must then notify CBP and a bonded general order warehouse, which moves and stores the goods at the consignee's risk and expense (19 CFR 4.37). Not every general order warehouse can take Class 9 battery cargo, and where specialized storage is missing the port director decides where it goes.

    What Anxin does: We check with the importer's broker that the entry can be filed before arrival at Trenton, and chase any missing invoice or HTS detail while the ship is still at sea.

For lithium-ion batteries classified in HTSUS 8507.60.0020 and entered from 1 January 2026, USTR set the Section 301 additional duty at 25%; EV traction batteries in 8507.60.0010 have been at 25% since 2024.
