Where this route gets difficult

Where Shenzhen → Providence shipments get held up: 5 points

  1. Origin port

    Packaging certificates are now visible to both customs and MSA

    Much of Shenzhen's battery cargo is made in Dongguan, home to more than 500 battery firms. In September 2026 Dongguan Customs and Dongguan MSA began sharing dangerous-goods packaging certificate data, described as a first in China, and committed to joint action against concealed and false declarations. The one-box route to Yantian, which had moved 409 containers by then, rests on that same record.

    What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.

  2. Sea corridor

    Winter gales on the final East Coast leg

    Between October and April the North Atlantic off the US East Coast sees mid-latitude storms with hurricane-force winds, most often in January according to NOAA's Ocean Prediction Center, and that is the water the ship crosses on its way to Providence.

    What Anxin does: For October–April arrivals we check blocking and bracing on stuffing photos before sealing, and allow slack in the delivery plan.

  3. Import country

    UFLPA: lithium became a high-priority sector in August 2025

    DHS added lithium to the Uyghur Forced Labor Prevention Act high-priority sectors in August 2025. By then CBP had stopped more than 16,700 shipments for UFLPA examination. For battery importers the practical effect is that CBP can ask where cells, cathode and lithium compounds came from, and a shipment waits while the importer answers.

    What Anxin does: We tell the importer at quotation stage that supply-chain tracing may be requested, and keep manufacturer names and addresses consistent across invoice, packing list and ISF so the paper trail does not contradict itself.

  4. Import country

    A monitored US emergency number for the truck leg

    The IMDG waiver in 49 CFR 171.25(d)(2) spares the emergency telephone number only when cargo stays on the ship or moves between vessels without using a public highway. Once the container is trucked out of Providence, the shipping paper needs a numeric emergency response number that is monitored at all times and answered by someone who knows the material; an answering service that calls back does not count. Goods shipped as 'Battery powered equipment' are exempt.

    What Anxin does: Before sailing we confirm who provides the 24-hour number for the US leg, usually the importer's emergency response provider, and put it with the contract reference on the DG documents we send to the trucker.

  5. Import country

    Product defects must be reported to CPSC within 24 hours

    US importers, like manufacturers and retailers, must tell CPSC within 24 hours once they have information reasonably suggesting that a consumer product fails a safety rule or has a defect that could create a substantial hazard. Battery overheating reports from customers can trigger that duty, and CPSC expects any investigation to take no more than about 10 working days.

    What Anxin does: We keep the manufacturer's batch records, UN 38.3 summaries and packing photos for each shipment to Providence, so the importer can answer CPSC questions quickly.

Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data and act jointly against false declarations, so the packaging certificate and the MSA filing should match exactly.
