This route runs from factories around the Pearl River Delta through Yantian or Shekou, then follows a Panama Canal corridor whose draft limit depends on Gatun Lake; at the far end is the port of Pensacola.

The US side adds a 25% Section 301 duty line, forced-labour scrutiny of lithium supply chains and an ISF deadline that falls before loading. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.

What we need to start

  • Typhoon season Jun–Oct
  • Yantian / Shekou export
  • HTS code 8507.60

Route profile

The Shenzhen → Pensacola route in brief

Origin port

Shenzhen (Yantian / Shekou)

Pearl River Delta battery cargo, often stuffed at factories in Dongguan or Huizhou, exported through Yantian or Shekou, with a typhoon season from June to October.

Sea corridor

Asia – Americas via the Panama Canal

A Pacific crossing, a Panama Canal transit that depends on lake levels, and a Caribbean passage in hurricane season.

Where this route gets difficult

What to watch between Shenzhen and Pensacola: 5 points

Listed from loading in Shenzhen to import into United States, each with what we do about it.

  1. Origin port

    Typhoon season squeezes Shenzhen cut-offs

The Hong Kong Observatory puts the regional tropical cyclone season from June to October, busiest July to September. DG containers need their MSA filings approved and a signed packing certificate before loading, so a closed gate or a rolled vessel in typhoon weeks can push the whole document chain to a new sailing.

What Anxin does: From June to October we build slack into the stuffing date, confirm the DG cut-off with the carrier the week before loading, and resubmit filings promptly if the vessel changes.

  2. Sea corridor

The Caribbean leg runs through hurricane country

After the canal, ships to Pensacola cross the Caribbean, where the Atlantic hurricane season lasts from 1 June to 30 November and peaks around 10 September; an average year brings 14 named storms and 7 hurricanes. Ports close ahead of a storm and vessels wait or divert.

What Anxin does: For August–October arrivals we build slack into delivery plans and pass the carrier's revised arrival straight to your consignee.

  3. Import country

    Section 301 at 25% on lithium-ion non-EV batteries from January 2026

USTR's 2024 review moved lithium-ion batteries of HTSUS 8507.60.0020 (the 'other', non-passenger-EV line) from a 7.5% to a 25% additional duty for entries from 1 January 2026; EV traction batteries under 8507.60.0010 reached 25% in 2024. Other China-specific duties can stack on top and change with little notice, so the landed cost depends on the exact classification and entry date.

What Anxin does: We do not give duty rulings. We make sure the invoice describes chemistry, configuration and application precisely enough for the importer's customs broker to classify it, and we flag the entry date when a vessel's arrival could straddle a duty change.

  4. Import country

A monitored US emergency number for the truck leg

The IMDG waiver in 49 CFR 171.25(d)(2) spares the emergency telephone number only when cargo stays on the ship or moves between vessels without using a public highway. Once the container is trucked out of Pensacola, the shipping paper needs a numeric emergency response number that is monitored at all times and answered by someone who knows the material; an answering service that calls back does not count. Goods shipped as 'Battery powered equipment' are exempt.

What Anxin does: Before sailing we confirm who provides the 24-hour number for the US leg, usually the importer's emergency response provider, and put it with the contract reference on the DG documents we send to the trucker.

  5. Import country

'China' has to be marked on each article or its container

19 CFR 134.11 requires every imported article, or its container, to carry the English name of the country of origin in a conspicuous place, as legibly, indelibly and permanently as the article allows, at the time it is imported. Batteries and battery products reaching Pensacola without it can be held until they are marked.

What Anxin does: We check product and carton photos for a durable 'Made in China' marking before stuffing in Shenzhen, rather than leaving it for re-marking in a US warehouse.

Documents & compliance

What to have ready: Shenzhen to Pensacola

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

At the Shenzhen end

  • Confirmation from the carrier of the DG cut-off at Yantian or Shekou, rechecked in typhoon weeks
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)

For the carrier and the voyage

  • Canal routing and any canal-related surcharge confirmed for the booked vessel
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards
  • Condition statement: new, used, damaged/defective (SP376) or for recycling (SP377)

For the importer in United States

  • HTSUS classification from the broker (8507.60.0010 vs .0020 decides the Section 301 line)
  • Importer of record and the licensed customs broker who will file the entry
  • ISF filer named; stuffing location and consolidator sent right after packing

Before you book

One consistent file

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Shenzhen export filings, the carrier booking and the United States import papers. We compare all three before confirming space.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Common questions on the Shenzhen → Pensacola route

For lithium-ion batteries classified in HTSUS 8507.60.0020 and entered from 1 January 2026, USTR set the Section 301 additional duty at 25%; EV traction batteries in 8507.60.0010 have been at 25% since 2024. Other duties can apply on top. The importer's customs broker confirms the classification and total duty; we make sure the invoice gives the broker enough detail to do so.

1 June to 30 November, peaking around 10 September, according to the US National Hurricane Center.

Yes, provided a certified packing inspector supervises the stuffing and signs the container packing certificate. Since May 2026 Yantian and Dongguan MSA have also piloted joint factory inspection so the container can be loaded at Yantian without reopening; we check whether your shipment can use it.
