Lithium batteries for Los Angeles go from Dongguan and Shenzhen factories via Yantian, where the one-box route had moved 409 battery containers by September 2026. On the way they face a North Pacific crossing with no chokepoint but real winter-storm exposure, and they arrive at Los Angeles, where the drayage leg out of Terminal Island is regulated as a US hazardous-materials movement.

Where this route gets difficult

5 pain points from Shenzhen to Los Angeles

In the order the cargo meets them: at the loading port, at sea, at Los Angeles and at customs in United States.

  1. Origin port

    Typhoon season squeezes Shenzhen cut-offs

    The Hong Kong Observatory puts the regional tropical cyclone season from June to October, busiest July to September. DG containers need their MSA filings approved and a signed packing certificate before loading, so a closed gate or a rolled vessel in typhoon weeks can push the whole document chain to a new sailing.

    What Anxin does: From June to October we build slack into the stuffing date, confirm the DG cut-off with the carrier the week before loading, and resubmit filings promptly if the vessel changes.

  2. Sea corridor

    Hurricane-force winter storms, October to April

    NOAA's Ocean Prediction Center has recorded hurricane-force winds (64 knots or more) in mid-latitude North Pacific storms in every month from October to April, most often in December, with 15 to 23 such storms a season in its 2001–2004 study. These are not tropical systems, so they arrive outside typhoon season.

    What Anxin does: For October–April sailings we check blocking and bracing on stuffing photos before sealing and confirm the full DG data are on the manifest.

  3. Destination port

    The drayage leg is a US hazmat movement

    Once the container leaves the ship, the truck move is governed by US hazardous materials rules. 49 CFR 171.25 lets IMDG-compliant cargo move by road before or after the sea leg, but the shipping papers and placards must meet part 172 subparts C and F, and highway moves must meet part 177. A driver who receives incomplete DG data at the terminal gate cannot legally take the box.

    What Anxin does: We pass the full DG description, emergency response details and placarding information to the importer's drayage carrier with the arrival notice, not on the day of collection.

  4. Import country

    The ISF deadline falls before the box is loaded

    CBP must have the Importer Security Filing 24 hours before the container is laden in Shenzhen, and its liquidated damages guidelines provide for a claim for each late, inaccurate or incomplete filing. The stuffing location and consolidator can only be filled in once the container is packed, which leaves a short window.

    What Anxin does: We send the importer's ISF filer the stuffing location, consolidator and manufacturer details as soon as the container is packed in Shenzhen, ahead of the vessel's loading window.

  5. Import country

    CPSC eFiling for certified consumer products

    Consumer products that need a CPSC certificate have had their certificate data filed electronically at entry since 8 July 2026 (goods from a Foreign Trade Zone from 8 January 2027). A battery-powered product falls under it through the product's own rules, which the importer should settle before the goods reach Los Angeles.

    What Anxin does: We ask whether the goods are consumer products that need a CPSC certificate and, if so, who files it, so that the question is settled before the goods arrive.
