Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Fernandina Beach and at customs in United States.
June to October is the regional tropical cyclone season according to the Hong Kong Observatory, peaking July to September. Because DG boxes need approved MSA filings and a signed packing certificate before loading, a gate closure or rolled vessel in those weeks can move the entire document chain to another sailing.
What Anxin does: From June to October we build slack into the stuffing date, confirm the DG cut-off with the carrier the week before loading, and resubmit filings promptly if the vessel changes.
A large share of Shenzhen's battery exports is stuffed inland and trucked to the quay. In a May 2026 cross-regional 'one-box' pilot, Yantian MSA and Dongguan MSA jointly inspected four battery containers at a Dongguan factory and loaded them at Yantian without reopening them, which shows that the factory inspection record is what counts at the terminal.
What Anxin does: We ask at booking whether your factory and the terminal's MSA office can use the one-box arrangement, and we have stuffing photos, the packing certificate and the DG declaration match exactly, so the container is not held for re-inspection.
The Atlantic hurricane season, covering the Caribbean and the Gulf of America, runs from 1 June to 30 November, peaking around 10 September, with an average of 14 named storms. Ports on the way to Fernandina Beach close ahead of storms, and ships wait or divert.
What Anxin does: For August–October arrivals we build slack into delivery plans and pass the carrier's revised arrival straight to your consignee.
USTR's 2024 review moved lithium-ion batteries of HTSUS 8507.60.0020 (the 'other', non-passenger-EV line) from a 7.5% to a 25% additional duty for entries from 1 January 2026; EV traction batteries under 8507.60.0010 reached 25% in 2024. Other China-specific duties can stack on top and change with little notice, so the landed cost depends on the exact classification and entry date.
What Anxin does: We do not give duty rulings. We make sure the invoice describes chemistry, configuration and application precisely enough for the importer's customs broker to classify it, and we flag the entry date when a vessel's arrival could straddle a duty change.
Small cells and batteries shipped under IMDG special provision 188 do not need a dangerous goods declaration at sea, but 49 CFR 171.25(b)(3) adds a US condition: each package of UN3480 or UN3090 must carry the 'FORBIDDEN FOR TRANSPORT ABOARD PASSENGER AIRCRAFT' marking or a Cargo Aircraft Only label, and so must packages of batteries with or in equipment above 5 kg net. Cartons printed for other markets often lack it.
What Anxin does: When the shipper declares SP188 for a Fernandina Beach booking, we check the carton photos for the US marking or CAO label before stuffing, not after discharge.
Besides the importer's ISF, CBP must receive the carrier's electronic cargo declaration through AMS 24 hours before the container is laden in Shenzhen (19 CFR 4.7). CBP does not issue the permit to unlade at Fernandina Beach until it has that declaration, and late, incomplete or inaccurate cargo data can delay or deny it.
What Anxin does: We give the carrier or NVOCC the final cargo description, HS code, UN number and package count before the documentation cut-off in Shenzhen, so the AMS filing and the DG manifest say the same thing.
