From Shenzhen to Cleveland, cargo moves from Dongguan and Shenzhen factories via Yantian, crosses a long voyage ending in the North Atlantic or the Gulf of St Lawrence, and is discharged at the port of Cleveland.
Cleveland means US customs filings that are due while the container is still in Shenzhen, and a supply chain CBP may ask to see. This page sets out 6 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
A final leg through North Atlantic or St Lawrence waters, with ice from December to May and winter storms that peak in January.
A duty line set by the exact 8507.60 code, lithium supply-chain questions under UFLPA, and ISF and AMS filings that are due before the box is loaded.

Where this route gets difficult
They run from the Shenzhen terminal through the voyage to Cleveland and the United States import file.
June to October is the regional tropical cyclone season according to the Hong Kong Observatory, peaking July to September. Because DG boxes need approved MSA filings and a signed packing certificate before loading, a gate closure or rolled vessel in those weeks can move the entire document chain to another sailing.
What Anxin does: From June to October we build slack into the stuffing date, confirm the DG cut-off with the carrier the week before loading, and resubmit filings promptly if the vessel changes.
A large share of Shenzhen's battery exports is stuffed inland and trucked to the quay. In a May 2026 cross-regional 'one-box' pilot, Yantian MSA and Dongguan MSA jointly inspected four battery containers at a Dongguan factory and loaded them at Yantian without reopening them, which shows that the factory inspection record is what counts at the terminal.
What Anxin does: We ask at booking whether your factory and the terminal's MSA office can use the one-box arrangement, and we have stuffing photos, the packing certificate and the DG declaration match exactly, so the container is not held for re-inspection.
The Canadian Coast Guard's icebreaking season on the Gulf of St Lawrence and the St Lawrence River typically runs from December to May, and ships must clear with ECAREG CANADA 24 hours before entering, declaring their ice class. Winter sailings to Cleveland depend on the vessel's ice capability and on icebreaker routing.
What Anxin does: For December–May arrivals we ask the carrier whether the vessel or feeder serving Cleveland is ice-classed and build slack into delivery.
DHS added lithium to the Uyghur Forced Labor Prevention Act high-priority sectors in August 2025. By then CBP had stopped more than 16,700 shipments for UFLPA examination. For battery importers the practical effect is that CBP can ask where cells, cathode and lithium compounds came from, and a shipment waits while the importer answers.
What Anxin does: We tell the importer at quotation stage that supply-chain tracing may be requested, and keep manufacturer names and addresses consistent across invoice, packing list and ISF so the paper trail does not contradict itself.
The IMDG waiver in 49 CFR 171.25(d)(2) spares the emergency telephone number only when cargo stays on the ship or moves between vessels without using a public highway. Once the container is trucked out of Cleveland, the shipping paper needs a numeric emergency response number that is monitored at all times and answered by someone who knows the material; an answering service that calls back does not count. Goods shipped as 'Battery powered equipment' are exempt.
What Anxin does: Before sailing we confirm who provides the 24-hour number for the US leg, usually the importer's emergency response provider, and put it with the contract reference on the DG documents we send to the trucker.
Small cells and batteries shipped under IMDG special provision 188 do not need a dangerous goods declaration at sea, but 49 CFR 171.25(b)(3) adds a US condition: each package of UN3480 or UN3090 must carry the 'FORBIDDEN FOR TRANSPORT ABOARD PASSENGER AIRCRAFT' marking or a Cargo Aircraft Only label, and so must packages of batteries with or in equipment above 5 kg net. Cartons printed for other markets often lack it.
What Anxin does: When the shipper declares SP188 for a Cleveland booking, we check the carton photos for the US marking or CAO label before stuffing, not after discharge.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Shenzhen filings, the booking with the carrier and the documents for United States before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Cleveland.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Typhoon closes terminals or delays the vessel after filings are made | Yantian / Shekou, Jun–Oct | Slack in stuffing date; refile quickly on vessel change | Anxin with the declarant |
| Container reopened at the terminal because records do not match | Factory → Yantian | Photos, packing certificate and DG declaration cross-checked before trucking | Anxin |
| Ice delays arrival or limits which vessels can call | Gulf of St Lawrence, Dec–May | Ice-classed vessel confirmed; slack in delivery | Carrier |
| UFLPA detention pending supply-chain evidence | CBP at entry | Importer prepares tracing documents before shipping; consistent manufacturer data on all documents | Importer |
| SP188 cartons without the US marking | Discharge and onward trucking | Marking or CAO label checked on carton photos before stuffing | Shipper, checked by Anxin |
Questions
Yes. Under 49 CFR 171.25(b)(3), SP188 packages of UN3480 or UN3090 need the 'FORBIDDEN FOR TRANSPORT ABOARD PASSENGER AIRCRAFT' marking or a Cargo Aircraft Only label, and so do packages of batteries packed with or contained in equipment above 5 kg net. We check for it on carton photos before stuffing.
NOAA's storm study found hurricane-force winter storms from October to April, most often in January.
Yes, provided a certified packing inspector supervises the stuffing and signs the container packing certificate. Since May 2026 Yantian and Dongguan MSA have also piloted joint factory inspection so the container can be loaded at Yantian without reopening; we check whether your shipment can use it.
