Where this route gets difficult

6 pain points from Shenzhen to Chicago

They run from the Shenzhen terminal through the voyage to Chicago and the United States import file.

  1. Origin port

    Dongguan's packaging certificate data is shared

    Dongguan, home to more than 500 battery companies, supplies much of the cargo leaving Shenzhen. Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data, described as a first in China, and act jointly against concealed and false declarations; the one-box route to Yantian, 409 containers by then, relies on the same record.

    What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.

  2. Origin port

    Inspected in Dongguan, loaded unopened at Yantian

    A large share of Shenzhen's battery exports is stuffed inland and trucked to the quay. In a May 2026 cross-regional 'one-box' pilot, Yantian MSA and Dongguan MSA jointly inspected four battery containers at a Dongguan factory and loaded them at Yantian without reopening them, which shows that the factory inspection record is what counts at the terminal.

    What Anxin does: We ask at booking whether your factory and the terminal's MSA office can use the one-box arrangement, and we have stuffing photos, the packing certificate and the DG declaration match exactly, so the container is not held for re-inspection.

  3. Sea corridor

    The St Lawrence icebreaking season, December to May

    From December to May the Canadian Coast Guard breaks ice on the Gulf of St Lawrence and the river, and ships must clear with ECAREG CANADA 24 hours before entering, giving their ice class. Whether a winter sailing reaches Chicago on time depends on the ship's ice capability and icebreaker routing.

    What Anxin does: For December–May arrivals we ask the carrier whether the vessel or feeder serving Chicago is ice-classed and build slack into delivery.

  4. Import country

    The carrier's AMS manifest is due 24 hours before loading

    Besides the importer's ISF, CBP must receive the carrier's electronic cargo declaration through AMS 24 hours before the container is laden in Shenzhen (19 CFR 4.7). CBP does not issue the permit to unlade at Chicago until it has that declaration, and late, incomplete or inaccurate cargo data can delay or deny it.

    What Anxin does: We give the carrier or NVOCC the final cargo description, HS code, UN number and package count before the documentation cut-off in Shenzhen, so the AMS filing and the DG manifest say the same thing.

  5. Import country

    Illinois battery stewardship has applied since January 2026

    Since 1 January 2026 producers selling covered batteries, or products containing them, in or into Illinois must take part in an approved battery stewardship plan through a stewardship organization, and no one may sell them in the state otherwise (Public Act 103-1033).

    What Anxin does: For batteries arriving in Chicago for sale in Illinois, we ask the importer which stewardship organization the producer belongs to before the goods ship.

  6. Import country

    CPSC eFiling for certified consumer products

    Consumer products that need a CPSC certificate have had their certificate data filed electronically at entry since 8 July 2026 (goods from a Foreign Trade Zone from 8 January 2027). A battery-powered product falls under it through the product's own rules, which the importer should settle before the goods reach Chicago.

    What Anxin does: We ask whether the goods are consumer products that need a CPSC certificate and, if so, who files it, so that the question is settled before the goods arrive.

Documents to line up for Shenzhen → Chicago

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

In Shenzhen, before the box is loaded

  • Confirmation from the carrier of the DG cut-off at Yantian or Shekou, rechecked in typhoon weeks
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • 'Made in China' marking on articles or containers checked on photos

Common questions on the Shenzhen → Chicago route

For lithium-ion batteries classified in HTSUS 8507.60.0020 and entered from 1 January 2026, USTR set the Section 301 additional duty at 25%; EV traction batteries in 8507.60.0010 have been at 25% since 2024. Other duties can apply on top. The importer's customs broker confirms the classification and total duty; we make sure the invoice gives the broker enough detail to do so.
