This route runs from factories around the Pearl River Delta through Yantian or Shekou, then follows a corridor through the Panama Canal; at the far end is the port of Brownsville.

Where this route gets difficult
Loading port first, then the sea leg, then Brownsville and the United States market.
A large share of Shenzhen's battery exports is stuffed inland and trucked to the quay. In a May 2026 cross-regional 'one-box' pilot, Yantian MSA and Dongguan MSA jointly inspected four battery containers at a Dongguan factory and loaded them at Yantian without reopening them, which shows that the factory inspection record is what counts at the terminal.
What Anxin does: We ask at booking whether your factory and the terminal's MSA office can use the one-box arrangement, and we have stuffing photos, the packing certificate and the DG declaration match exactly, so the container is not held for re-inspection.
NOAA's Ocean Prediction Center has recorded hurricane-force North Pacific storms in every month from October to April, most often in December. The Pacific leg to Panama crosses that ocean.
What Anxin does: For October–April sailings we check blocking and bracing on stuffing photos before sealing.
US rules want a numeric emergency response telephone number on the shipping paper for battery cargo that leaves Brownsville by road, monitored for as long as the goods are in transport and answered by a person with the emergency information for UN3480 or UN3090. A call-back service fails the test (49 CFR 172.604); only the IMDG waiver for cargo that never touches a public highway avoids it.
What Anxin does: Before sailing we confirm who provides the 24-hour number for the US leg, usually the importer's emergency response provider, and put it with the contract reference on the DG documents we send to the trucker.
Packages of UN3480 or UN3090 moving under IMDG special provision 188 skip the DG declaration at sea, yet 49 CFR 171.25(b)(3) still wants the 'FORBIDDEN FOR TRANSPORT ABOARD PASSENGER AIRCRAFT' mark or a Cargo Aircraft Only label on each one, and on packages of batteries with or in equipment over 5 kg net.
What Anxin does: When the shipper declares SP188 for a Brownsville booking, we check the carton photos for the US marking or CAO label before stuffing, not after discharge.
Battery containers held for DG checks or paperwork can run up demurrage and detention at Brownsville. Under the FMC's billing rule, in force since May 2024, carriers and terminals must invoice within 30 days with accurate, complete information, or the charge is not payable, and the billed party has at least 30 days to ask for a waiver or refund. A 2025 court ruling set aside only the section on who may be billed.
What Anxin does: We keep the dates of discharge, availability and any DG hold for each container, so the importer can check invoices against them and dispute charges inside the FMC time limits.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Shenzhen filings, the carrier booking and the United States import file. We check the three against each other before the booking is confirmed.

Questions
For lithium-ion batteries classified in HTSUS 8507.60.0020 and entered from 1 January 2026, USTR set the Section 301 additional duty at 25%; EV traction batteries in 8507.60.0010 have been at 25% since 2024. Other duties can apply on top. The importer's customs broker confirms the classification and total duty; we make sure the invoice gives the broker enough detail to do so.

Yes, provided a certified packing inspector supervises the stuffing and signs the container packing certificate. Since May 2026 Yantian and Dongguan MSA have also piloted joint factory inspection so the container can be loaded at Yantian without reopening; we check whether your shipment can use it.
