Where this route gets difficult

5 pain points from Shenzhen to Bellingham

They run from the Shenzhen terminal through the voyage to Bellingham and the United States import file.

  1. Origin port

    Dongguan's packaging certificate data is shared

    Dongguan, home to more than 500 battery companies, supplies much of the cargo leaving Shenzhen. Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data, described as a first in China, and act jointly against concealed and false declarations; the one-box route to Yantian, 409 containers by then, relies on the same record.

    What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.

  2. Sea corridor

    An open-ocean crossing where weather is the main risk

    From Shenzhen the drawn corridor to Bellingham runs across the North Pacific without a canal or Red Sea passage, so weather replaces chokepoints as the risk. The ONE Apus, bound from Yantian to Long Beach in November 2020, had a stack collapse in a storm about 1,600 nautical miles north-west of Hawaii; her owners said more than 1,900 containers could be lost or damaged, up to 40 of them hazmat.

    What Anxin does: For winter sailings especially, we review blocking and bracing on stuffing photos against the CINS points before sealing, and make sure the DG declaration is complete, so a damaged box can be identified and handled correctly.

  3. Import country

    The ISF deadline falls before the box is loaded

    CBP must have the Importer Security Filing 24 hours before the container is laden in Shenzhen, and its liquidated damages guidelines provide for a claim for each late, inaccurate or incomplete filing. The stuffing location and consolidator can only be filled in once the container is packed, which leaves a short window.

    What Anxin does: We send the importer's ISF filer the stuffing location, consolidator and manufacturer details as soon as the container is packed in Shenzhen, ahead of the vessel's loading window.

  4. Import country

    Selling in Washington from 2027 means joining a stewardship plan

    Washington's battery law (RCW 70A.555) closes the market to producers outside an approved stewardship organization from 1 January 2027, and from July 2027 retailers need the producer's certification before selling portable batteries or products that contain them.

    What Anxin does: When cargo through Bellingham is sold in Washington, we flag the 2027 stewardship requirement to the importer at quotation so that retailer certification is in place in time.

  5. Import country

    CPSC eFiling for certified consumer products

    Consumer products that need a CPSC certificate have had their certificate data filed electronically at entry since 8 July 2026 (goods from a Foreign Trade Zone from 8 January 2027). A battery-powered product falls under it through the product's own rules, which the importer should settle before the goods reach Bellingham.

    What Anxin does: We ask whether the goods are consumer products that need a CPSC certificate and, if so, who files it, so that the question is settled before the goods arrive.

Documents & compliance

Checklist for Shenzhen → Bellingham

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

At the Shenzhen end

  • Confirmation from the carrier of the DG cut-off at Yantian or Shekou, rechecked in typhoon weeks
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • 'Made in China' marking on articles or containers checked on photos

Carrier and voyage

  • Stuffing photos before, during and after packing, checked for blocking and bracing
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards

At the United States end

  • ISF filer named; stuffing location and consolidator sent right after packing
  • 24-hour emergency response number (and provider reference) for the US road leg
  • Importer of record and the licensed customs broker who will file the entry

Questions

Common questions on the Shenzhen → Bellingham route

No. The carrier must also send its cargo declaration through AMS 24 hours before loading, and CBP will not issue the permit to unlade without it.

Weather is the main risk on this crossing: NOAA recorded hurricane-force North Pacific storms from October to April, most often in December. We tighten the packing checks for those sailings.
