This route runs out of Shenzhen's Yantian and Shekou terminals, then follows a lane whose routing, Suez or Cape of Good Hope, is decided service by service; at the far end is the port of Sullom Voe.

Great Britain runs its own post-Brexit pre-filing and battery producer rules. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.

Route profile

The Shenzhen → Sullom Voe route in brief

Origin port

Shenzhen (Yantian / Shekou)

Pearl River Delta battery cargo, often stuffed at factories in Dongguan or Huizhou, exported through Yantian or Shekou, with a typhoon season from June to October.

Import country

United Kingdom

An EORI starting with GB or XI and a CDS subscription for customs, annual tonnage and chemistry reporting through the NPWD, and take-back duties for distributors above 32 kg a year.

Where this route gets difficult

5 points to plan for on the Shenzhen → Sullom Voe route

Listed from loading in Shenzhen to import into United Kingdom, each with what we do about it.

  1. Origin port

    Typhoon season squeezes Shenzhen cut-offs

The Hong Kong Observatory puts the regional tropical cyclone season from June to October, busiest July to September. DG containers need their MSA filings approved and a signed packing certificate before loading, so a closed gate or a rolled vessel in typhoon weeks can push the whole document chain to a new sailing.

What Anxin does: From June to October we build slack into the stuffing date, confirm the DG cut-off with the carrier the week before loading, and resubmit filings promptly if the vessel changes.

  2. Sea corridor

Drawn via Suez, sailed mostly via the Cape

The map on this page shows the corridor through Bab-el-Mandeb and Suez, but Sea-Intelligence figures for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%, with 27% for North Europe services and 57% for the Mediterranean. The service that calls at Sullom Voe decides between Suez and the Cape of Good Hope, and with it the distance, the waters and the possible transhipment ports.

What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.

  3. Import country

BPRN and 28-day registration for industrial batteries

The UK usually treats the importer as the producer. Producers of industrial and vehicle batteries register with the Office for Product Safety and Standards on the NPWD within 28 days of first placing batteries on the market, report tonnage, chemistry and brand by 31 March, and take waste industrial batteries back from end-users free of charge; the BPRN must appear on invoices and delivery notes to business customers.

What Anxin does: For storage and industrial packs we ask the UK importer for its BPRN before booking and add it to the documents we prepare.

  4. Import country

Road haulage from Sullom Voe under the carriage regulations

Once the box is off the quay at Sullom Voe, the Carriage of Dangerous Goods Regulations 2009 apply: regulation 5 requires road carriage of dangerous goods in Great Britain to comply with ADR, subject to GB derogations. For UN 3480 that means class 9 documentation, marked packages and a haulier set up for ADR loads.

What Anxin does: We give the UK haulier the UN number, class and package details from the sea dangerous goods declaration so the road paperwork from Sullom Voe matches what left Shenzhen.

  5. Import country

Tonnage and chemistry reporting through the NPWD

UK battery producers register with the environmental regulator through the National Packaging Waste Database and report every year the tonnage and chemistry of the batteries they placed on the market. Distributors and retailers supplying more than 32 kg a year also have to offer free take-back of waste portable batteries.

What Anxin does: We give the UK importer the battery weight and chemistry for each shipment from our booking data, which it can use for its annual return; the registration itself stays with the producer.

Documents & compliance

Checklist for Shenzhen → Sullom Voe

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

At the Shenzhen end

  • Confirmation from the carrier of the DG cut-off at Yantian or Shekou, rechecked in typhoon weeks
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)

For the shipping line

  • Routing (Suez or Cape of Good Hope) and any transhipment port stated on the booking confirmation
  • Bill-of-lading issuer named and S&S GB data complete before loading
  • UN 38.3 test summary for every cell and battery type

For import into United Kingdom

  • BPRN of the UK producer on invoices and delivery notes
  • Battery weight and chemistry per shipment for the importer's NPWD return
  • Importer's GB or XI EORI and CDS subscription confirmed; declarant named

One consistent file

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Shenzhen export filings, the carrier booking and the United Kingdom import papers. We compare all three before confirming space.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Shenzhen → Sullom Voe: questions we are asked

The crossed-out wheeled bin symbol at a minimum size, on the packaging if the battery is too small, and for portable rechargeables a capacity in mAh or Ah on the battery and the packaging front.

It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.

Yes, provided a certified packing inspector supervises the stuffing and signs the container packing certificate. Since May 2026 Yantian and Dongguan MSA have also piloted joint factory inspection so the container can be loaded at Yantian without reopening; we check whether your shipment can use it.
