Where this route gets difficult

5 pain points from Shenzhen to Portsmouth

  1. Origin port

    Packaging certificates are now visible to both customs and MSA

    Much of Shenzhen's battery cargo is made in Dongguan, home to more than 500 battery firms. In September 2026 Dongguan Customs and Dongguan MSA began sharing dangerous-goods packaging certificate data, described as a first in China, and committed to joint action against concealed and false declarations. The one-box route to Yantian, which had moved 409 containers by then, rests on that same record.

    What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.

  2. Sea corridor

    Container losses off South Africa

    Routing round Africa takes battery boxes past the Cape. The World Shipping Council counted 576 containers lost at sea in 2024, and the South African Maritime Safety Authority estimates around 200 of them, about 35%, were lost near the Cape; in August 2024 SAMSA reported 99 boxes lost from the CMA CGM Belem off Richards Bay and 46 from the MSC Antonio off Port St Johns in winter weather.

    What Anxin does: When the booking goes via the Cape, we apply the CINS stuffing checks (gaps, blocking, wall clearance) more strictly and ask for photos at every stage of packing.

  3. Import country

    Customs declaration through CDS with a GB EORI

    Every import into the UK is declared in HMRC's Customs Declaration Service. The importer or its agent needs an EORI number starting with GB (XI in Northern Ireland) and a CDS subscription, which HMRC grants within 2 hours or up to 5 working days if it runs more checks, so a first-time importer should subscribe well before the ship reaches Portsmouth.

    What Anxin does: At booking we ask for the UK importer's EORI number and who will lodge the CDS declaration, and pass the commercial invoice, packing list and dangerous goods details to that agent before arrival.

  4. Import country

    Bin symbol and capacity label under the 2008 regulations

    Great Britain still labels batteries under the Batteries and Accumulators (Placing on the Market) Regulations 2008: a crossed-out wheeled bin symbol of a set minimum size on every battery, moved to the packaging only when the battery is too small or cannot practically be marked, and a capacity in mAh or Ah on portable rechargeables and on the front of their packaging.

    What Anxin does: We compare carton and battery photos with the UK marking list before goods leave Shenzhen, because relabelling after discharge at Portsmouth means opening dangerous goods packages.

  5. Import country

    UK substance limits and the Pb marking

    The UK limits mercury to 0.0005 % and cadmium to 0.002 % by weight in batteries, with listed exceptions, and a battery with more than 0.004 % lead must show the symbol Pb below the bin symbol. OPSS enforces these rules for batteries sold in the UK.

    What Anxin does: We ask the manufacturer for a substance statement covering mercury, cadmium and lead and file it with the shipment documents for the UK importer; we do not test batteries.

Documents & compliance

Documents to line up for Shenzhen → Portsmouth

Common questions on the Shenzhen → Portsmouth route

At least 24 hours before the container is loaded at the departure port. The party that issued the bill of lading is responsible, and a booking made within 24 hours of loading goes on a later vessel.
