How Shenzhen → Busan differs from other lanes

Origin port

Shenzhen (Yantian / Shekou)

Pearl River Delta battery cargo, often stuffed at factories in Dongguan or Huizhou, exported through Yantian or Shekou, with a typhoon season from June to October.

Where this route gets difficult

5 points to plan for on the Shenzhen → Busan route

Listed from loading in Shenzhen to import into South Korea, each with what we do about it.

  1. Origin port

    Dongguan's packaging certificate data is shared

    Dongguan, home to more than 500 battery companies, supplies much of the cargo leaving Shenzhen. Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data, described as a first in China, and act jointly against concealed and false declarations; the one-box route to Yantian, 409 containers by then, relies on the same record.

    What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.

  2. Sea corridor

    North-east monsoon in the Taiwan Strait

    Routes that use the Taiwan Strait meet its funnel-effect winds, 1–2 Beaufort levels stronger than outside; in winter and spring the north-east monsoon brings force 7 or more on about two-thirds of days.

    What Anxin does: From October to April we apply the CINS blocking and bracing checks strictly on stuffing photos.

  3. Import country

    Busan's berths were busy after the 2026 typhoon diversions

    In July and August 2026 typhoons closed Chinese ports and cargo was diverted to Busan for relay back to China on smaller ships. Tradelinx put the average berthing delay at Busan at 8.7 hours in 10-23 August, rated 'busy'. A container for Busan shares those berths with the relay cargo.

    What Anxin does: We follow the carrier's berthing updates for Busan and pass revised arrival times to the consignee as soon as they change.

  4. Import country

    Busan clears the port when a super typhoon comes

    Before Typhoon Hinnamnor in September 2022 Busan wound down operations from 2 September and container ships left the port; work resumed at 18:00 on 6 September. A battery container waiting at Busan can be caught in that kind of shutdown.

    What Anxin does: In typhoon season we plan pick-up from Busan as soon as the container is released, rather than leaving it in the yard.

  5. Import country

    KAMS manifest timing for a short-sea route

    From China, the Korean manifest has to be filed before the vessel leaves the port of loading (KAMS); from other origins it is 24 hours before loading. Either way, the battery description for Busan is fixed in Shenzhen.

    What Anxin does: We send final cargo and DG data to the carrier with the booking, so the manifest for Busan does not have to be corrected after the ship has sailed.

Documents & compliance

Documents to line up for Shenzhen → Busan

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

In Shenzhen, before the box is loaded

  • Confirmation from the carrier of the DG cut-off at Yantian or Shekou, rechecked in typhoon weeks
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable

For the carrier and the voyage

  • Final DG data for the KAMS manifest before departure
  • UN 38.3 test summary for every cell and battery type
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)

Shenzhen → Busan: questions we are asked

Under KAMS, 24 hours before loading abroad; on short-sea routes from designated ports in China, Japan and nearby, before departure from the loading port.

Typhoons occur all year in the western North Pacific, but most in August and September: the Japan Meteorological Agency's 1991–2020 averages are 5.7 and 5.0 typhoons in those months.

Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data and act jointly against false declarations, so the packaging certificate and the MSA filing should match exactly.
