Lithium batteries for Yanbu go from factories around the Pearl River Delta through Yantian or Shekou. On the way they face a corridor drawn through Bab-el-Mandeb and up the Red Sea, and they arrive at the port of Yanbu.
On arrival Saudi Arabia checks SABER certificates, and the manifest and customs declaration are due in FASAH before the ship docks. The 6 points below are particular to this lane; each comes with what we do and the paperwork it touches.
What we need to start
Route profile
Pearl River Delta battery cargo, often stuffed at factories in Dongguan or Huizhou, exported through Yantian or Shekou, with a typhoon season from June to October.
Bab-el-Mandeb rated SUBSTANTIAL, piracy back in the Gulf of Aden, and a final leg through one of the warmest seas in the world.

Where this route gets difficult
Listed from loading in Shenzhen to import into Saudi Arabia, each with what we do about it.
The Hong Kong Observatory puts the regional tropical cyclone season from June to October, busiest July to September. DG containers need their MSA filings approved and a signed packing certificate before loading, so a closed gate or a rolled vessel in typhoon weeks can push the whole document chain to a new sailing.
What Anxin does: From June to October we build slack into the stuffing date, confirm the DG cut-off with the carrier the week before loading, and resubmit filings promptly if the vessel changes.
A large share of Shenzhen's battery exports is stuffed inland and trucked to the quay. In a May 2026 cross-regional 'one-box' pilot, Yantian MSA and Dongguan MSA jointly inspected four battery containers at a Dongguan factory and loaded them at Yantian without reopening them, which shows that the factory inspection record is what counts at the terminal.
What Anxin does: We ask at booking whether your factory and the terminal's MSA office can use the one-box arrangement, and we have stuffing photos, the packing certificate and the DG declaration match exactly, so the container is not held for re-inspection.
Unlike cargo for Europe, a container for Yanbu cannot avoid the Red Sea. The drawn corridor enters through Bab-el-Mandeb; the only alternative is the long way round Africa and back south through the Suez Canal. In September 2026 the Houthis attacked targets in southern Saudi Arabia, including Aramco facilities at the Red Sea port of Jazan, and described a 'maritime embargo' on Saudi Arabia. Ships still transit Bab-el-Mandeb when contracts justify it, but container lines are selective.
What Anxin does: We ask each carrier how it currently reaches Yanbu (through Bab-el-Mandeb on the same vessel, via a transhipment hub, or from the north via Suez) and name that routing, and any war-risk or emergency surcharge the carrier applies, in the written quote.
Since 29 October 2025 the Saudi ports authority and ZATCA want cargo manifest data in FASAH at least 72 hours before arrival for ships coming from distant ports such as Shenzhen, and late filing is fined. From 1 May 2026 the manifest must also carry the 6-digit HS code, cargo size data and, for dangerous goods, their type and details; a manifest with inaccurate data is rejected.
What Anxin does: We give the carrier the 6-digit HS code, the UN number and class, packages and weights at booking, so the manifest filed for Yanbu is complete well before the 72-hour point.
Labels must be in Arabic, or Arabic and English, firmly fixed, and must carry the product name and model, the brand or manufacturer, 'Made in China', the supplier's name and address, whether the battery is rechargeable, and its ratings. A carton printed only in English or Chinese, or with a model number that differs from the SABER record, is a common reason for a hold.
What Anxin does: We compare the label and carton photos from the factory with the model list on the certificate before stuffing, and send any mismatch back to the shipper while it can still be fixed in Shenzhen.
Saudi Arabia has required containerised imports to be palletised since May 2025, with a 12-month phase-in and approval-only exemptions for bulk, heavy or oversized goods, so battery cartons loose on the container floor are not an option for Yanbu.
What Anxin does: We plan the stuffing in Shenzhen on pallets from the start, with the CINS blocking and bracing on top, and send stuffing photos to the Saudi Arabia importer before the box is sealed.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Shenzhen export filings, the carrier booking and the Saudi Arabia import papers. We compare all three before confirming space.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Container reopened at the terminal because records do not match | Factory → Yantian | Photos, packing certificate and DG declaration cross-checked before trucking | Anxin |
| Typhoon closes terminals or delays the vessel after filings are made | Yantian / Shekou, Jun–Oct | Slack in stuffing date; refile quickly on vessel change | Anxin with the declarant |
| Security situation changes the routing or suspends calls | Bab-el-Mandeb / southern Red Sea | Routing confirmed per booking; alternatives via transhipment discussed before cargo is ready | Carrier, tracked by Anxin |
| Label model or language differs from the certificate | Inspection after discharge | Label photos compared with the certificate model list before stuffing | Shipper, checked by Anxin |
| Manifest rejected or fined for missing HS code or DG details | FASAH / Saudi port of discharge | Complete DG and HS data passed to the carrier at booking | Carrier, with data from Anxin |
Questions
No. The product certificate covers the model; each consignment also needs its own shipment certificate issued through SABER. We ask for the product certificate before booking and remind the importer to request the shipment certificate once the invoice and packing list are final.
The JMIC rated the Gulf of Aden SUBSTANTIAL in September 2026, with piracy and attacks a strong possibility, and four merchant vessels hijacked off Somalia in 2026 were still held. We confirm the carrier's routing and security surcharges at each booking.
Yes, provided a certified packing inspector supervises the stuffing and signs the container packing certificate. Since May 2026 Yantian and Dongguan MSA have also piloted joint factory inspection so the container can be loaded at Yantian without reopening; we check whether your shipment can use it.
