From Shenzhen to Dammam, cargo moves from factories around the Pearl River Delta through Yantian or Shekou, crosses an Arabian Sea passage where GNSS interference is reported off the Gulf of Oman, and is discharged at the port of Dammam.

On the Saudi side every consignment needs its own SABER shipment certificate and Arabic-language labels. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

Where this route gets difficult

5 pain points from Shenzhen to Dammam

Loading port first, then the sea leg, then Dammam and the Saudi Arabia market.

  1. Origin port

    Cut-offs in Shenzhen's typhoon weeks

    June to October is the regional tropical cyclone season according to the Hong Kong Observatory, peaking July to September. Because DG boxes need approved MSA filings and a signed packing certificate before loading, a gate closure or rolled vessel in those weeks can move the entire document chain to another sailing.

    What Anxin does: From June to October we build slack into the stuffing date, confirm the DG cut-off with the carrier the week before loading, and resubmit filings promptly if the vessel changes.

  2. Origin port

    Dongguan's packaging certificate data is shared

    Dongguan, home to more than 500 battery companies, supplies much of the cargo leaving Shenzhen. Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data, described as a first in China, and act jointly against concealed and false declarations; the one-box route to Yantian, 409 containers by then, relies on the same record.

    What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.

  3. Sea corridor

    Hormuz rated SEVERE in September 2026

    The JMIC rated the Strait of Hormuz SEVERE on 24 September 2026, with attacks considered highly likely; one attack on 21–23 September killed a crew member on the bulk carrier CAPE DAO. Traffic is well below the 2025 average of about 138 ships a day, and neutral ships face visit-and-search checks under the US blockade of Iranian ports. Every sailing to Dammam passes through it.

    What Anxin does: We ask each carrier whether it is currently calling at Dammam, by which route and with what war-risk or emergency surcharge, and get that in writing before booking.

  4. Import country

    SABER: a product certificate plus one per consignment

    Saudi Arabia treats lithium cells and packs as electrical batteries under a SASO technical regulation. Clearance at Dammam needs two SABER documents: the product certificate, issued by a SASO-notified body after accredited testing and a factory audit, and a shipment certificate raised for each consignment.

    What Anxin does: We ask for the SABER product certificate number before we book, and remind the importer to request the shipment certificate as soon as the commercial invoice and packing list are final, so it exists before the vessel arrives.

  5. Import country

    Containers for Saudi ports must be palletised

    Since 8 May 2025, phased in over 12 months, containerised imports at Saudi ports have to be palletised to speed up handling and inspection. Exemptions exist for goods that cannot be palletised, such as bulk or oversized items, but only with approval. Floor-loaded battery cartons from Shenzhen fall outside the rule.

    What Anxin does: We plan the stuffing in Shenzhen on pallets from the start, with the CINS blocking and bracing on top, and send stuffing photos to the Saudi Arabia importer before the box is sealed.

Documents & compliance

Documents to line up for Shenzhen → Dammam

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Before loading in Shenzhen

  • Confirmation from the carrier of the DG cut-off at Yantian or Shekou, rechecked in typhoon weeks
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • Stuffing plan on pallets (Saudi palletisation rule) with blocking and bracing photos
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report

For the shipping line

  • Carrier's current call pattern and war-risk surcharge for the Gulf port in writing
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards
  • Condition statement: new, used, damaged/defective (SP376) or for recycling (SP377)

For import into Saudi Arabia

  • SABER product certificate (PCoC) for each battery model, issued by a SASO-notified body
  • Arabic (or Arabic + English) label artwork with model, origin, supplier and ratings
  • Accredited test reports behind the product certificate (e.g. IEC 62133-2 for portable lithium batteries)

Shenzhen → Dammam: questions we are asked

No. The product certificate covers the model; each consignment also needs its own shipment certificate issued through SABER. We ask for the product certificate before booking and remind the importer to request the shipment certificate once the invoice and packing list are final.

Between June and September India's southwest monsoon brings rough seas and squalls to the Arabian Sea that regularly disrupt port operations, so we check blocking and bracing on the stuffing photos and allow slack in the delivery plan.

Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data and act jointly against false declarations, so the packaging certificate and the MSA filing should match exactly.
