Where this route gets difficult

Where Shenzhen → Constanta shipments get held up: 6 points

They run from the Shenzhen terminal through the voyage to Constanta and the Romania import file.

  1. Origin port

    Packaging certificates are now visible to both customs and MSA

    Much of Shenzhen's battery cargo is made in Dongguan, home to more than 500 battery firms. In September 2026 Dongguan Customs and Dongguan MSA began sharing dangerous-goods packaging certificate data, described as a first in China, and committed to joint action against concealed and false declarations. The one-box route to Yantian, which had moved 409 containers by then, rests on that same record.

    What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.

  2. Origin port

    Typhoon season squeezes Shenzhen cut-offs

    The Hong Kong Observatory puts the regional tropical cyclone season from June to October, busiest July to September. DG containers need their MSA filings approved and a signed packing certificate before loading, so a closed gate or a rolled vessel in typhoon weeks can push the whole document chain to a new sailing.

    What Anxin does: From June to October we build slack into the stuffing date, confirm the DG cut-off with the carrier the week before loading, and resubmit filings promptly if the vessel changes.

  3. Sea corridor

    Suez first, and Bab el-Mandeb before that

    The Black Sea is reached through Suez. Mediterranean-type services used the Red Sea routing 57% of the time in September 2026, and the JMIC rated Bab el-Mandeb SUBSTANTIAL, with the Houthis holding Perim Island in the channel.

    What Anxin does: We ask the carrier which routing the service uses and name it on the quote.

  4. Import country

    Safety documentation for stationary storage systems

    Since 18 August 2024 a stationary battery energy storage system placed on the EU market must be safe in normal operation, and its technical documentation must show testing against the Annex V safety parameters, from thermal shock and short-circuit protection to over-discharge and thermal propagation. Buyers of ESS cabinets in Romania increasingly ask for that file before delivery.

    What Anxin does: For ESS cabinets and racks bound for Romania we ask the manufacturer to confirm that the Annex V test documentation exists before booking and note the answer in the shipment file.

  5. Import country

    Battery label from August 2026, QR code from February 2027

    The Battery Regulation's general information label applies from 18 August 2026 (or 18 months after the label implementing act, if later), and every battery needs a QR code from 18 February 2027, linked to a battery passport for EV, LMT and industrial batteries above 2 kWh. Where the battery is too small, both go on the packaging and accompanying documents.

    What Anxin does: Before booking we ask the Romania importer to confirm the battery category and whether the label and QR-code elements are already on the goods, and compare carton photos with that answer.

  6. Import country

    The truck leg out of Constanta runs under ADR

    Once the container leaves the terminal by road, ADR applies: Directive 2008/68/EC makes EU countries use it for domestic dangerous goods journeys as well as international ones. UN 3480 is class 9, transport category 2, with tunnel restriction code (E), so the haulier in Romania has to plan around category E tunnels, and damaged or defective batteries fall under special provision 376 and packing instructions P908 or P911 instead of P903.

    What Anxin does: We give the Romania haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Shenzhen.

Documents & compliance

Checklist for Shenzhen → Constanta

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

In Shenzhen, before the box is loaded

  • Confirmation from the carrier of the DG cut-off at Yantian or Shekou, rechecked in typhoon weeks
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)

For the carrier and the voyage

  • Final DG manifest data ready before the vessel reaches the Turkish Straits
  • UN 38.3 test summary for every cell and battery type
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)

For import into Romania

  • Label and QR-code status against the August 2026 and February 2027 dates
  • Producer of record in Romania and its national registration number
  • Instructions and safety information in the language Romania requires

Questions

Shenzhen → Constanta: questions we are asked

24 hours before the container is loaded in China, not before it reaches Constanta. Without it carriers do not load the box, and a filing without an EORI number is rejected.

Possibly. Since 16 September 2026 almost the whole Black Sea, outside Turkish, Georgian, Bulgarian and Romanian territorial waters, is a Joint War Committee listed area, and underwriters may charge additional premiums. We get the carrier's surcharge in writing.

Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data and act jointly against false declarations, so the packaging certificate and the MSA filing should match exactly.
