Where this route gets difficult
Listed from loading in Shenzhen to import into Portugal, each with what we do about it.
Much Shenzhen battery export is stuffed inland and trucked to the terminal. In May 2026 Yantian MSA and Dongguan MSA ran a cross-regional 'one-box' pilot: four battery containers were inspected jointly at the Dongguan factory and loaded at Yantian without being opened again. It shows that the inspection record made at the factory is what matters at the terminal.
What Anxin does: We ask at booking whether your factory and the terminal's MSA office can use the one-box arrangement, and we have stuffing photos, the packing certificate and the DG declaration match exactly, so the container is not held for re-inspection.
Sea-Intelligence data for September 2026 show 57% of Asia–Mediterranean services routed via the Red Sea, against 27% for North Europe. For Porto the Suez routing is therefore the likely one, and it runs through Bab el-Mandeb, which the JMIC rated SUBSTANTIAL on 24 September 2026: the Houthis describe their blockade as selective, and they now hold Perim Island in the channel.
What Anxin does: We ask the carrier which routing its service to Porto uses and name it on the quote, together with any war-risk or emergency surcharge.
The importer in Portugal carries the check: CE marking on the battery and an EU declaration of conformity, translated into the language Portugal asks for, have both been required since 18 August 2024 for batteries entering the EU market.
What Anxin does: We ask the manufacturer in China for the declaration of conformity and a photo of the CE marking on the battery or its packaging before loading, and pass them to the Portugal importer. We check that the documents exist and match the goods; we do not assess conformity.
The Battery Regulation asks the importer to put its own name, registered trade name or trade mark and postal address, with a single contact point, on the battery. Only when the battery's size or nature makes that impossible may the details move to the packaging or an accompanying document, so a Portugal importer's details need to reach the factory before printing.
What Anxin does: We pass the Portugal importer's name and address block to the manufacturer before the goods are packed in China and check carton or battery photos for it before loading.
Once the container leaves the terminal by road, ADR applies: Directive 2008/68/EC makes EU countries use it for domestic dangerous goods journeys as well as international ones. UN 3480 is class 9, transport category 2, with tunnel restriction code (E), so the haulier in Portugal has to plan around category E tunnels, and damaged or defective batteries fall under special provision 376 and packing instructions P908 or P911 instead of P903.
What Anxin does: We give the Portugal haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Shenzhen.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Shenzhen filings, the carrier booking and the Portugal import file. We check the three against each other before the booking is confirmed.
