Where this route gets difficult
They run from the Shenzhen terminal through the voyage to Manila South Harbor and the Philippines import file.
The Hong Kong Observatory puts the regional tropical cyclone season from June to October, busiest July to September. DG containers need their MSA filings approved and a signed packing certificate before loading, so a closed gate or a rolled vessel in typhoon weeks can push the whole document chain to a new sailing.
What Anxin does: From June to October we build slack into the stuffing date, confirm the DG cut-off with the carrier the week before loading, and resubmit filings promptly if the vessel changes.
Much of Shenzhen's battery cargo is made in Dongguan, home to more than 500 battery firms. In September 2026 Dongguan Customs and Dongguan MSA began sharing dangerous-goods packaging certificate data, described as a first in China, and committed to joint action against concealed and false declarations. The one-box route to Yantian, which had moved 409 containers by then, rests on that same record.
What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.
The Japan Meteorological Agency counts an average of 25.1 typhoons a year in the western North Pacific, most of them in August and September. On the run to Manila South Harbor a storm can shut the loading port in China or the discharge port for a day or more, and the dangerous goods filings then have to follow the box to its next vessel.
What Anxin does: In typhoon months we check the carrier's DG acceptance for the next two vessels as well, so a rolled container can be refiled quickly rather than rebooked from scratch.
At Manila South Harbor, PPA's rules require a Dangerous Cargo Handling Permit before import DG arrive, and the dangerous cargo inward manifest with that permit must reach the terminal's safety officer 24 hours before the ship. On discharge the batteries go straight to the Dangerous Cargo Area unless they are delivered direct to a truck.
What Anxin does: We give the consignee's broker the full DG data early enough to obtain the PPA permit before the vessel reaches Manila South Harbor.
No import declaration can be lodged unless the importer is registered in the Bureau of Customs' CPRS and accredited. A first-time importer at Manila South Harbor that has not finished this will see its battery container wait, and pay for the waiting.
What Anxin does: At quotation we ask a new importer to confirm its CPRS registration and accreditation before the first container is booked.
