Lithium batteries for Legazpi go out of Shenzhen's Yantian and Shekou terminals. On the way they face the monsoon-driven seas of Southeast Asia, and they arrive at the port of Legazpi.

Where this route gets difficult
They run from the Shenzhen terminal through the voyage to Legazpi and the Philippines import file.
Much Shenzhen battery export is stuffed inland and trucked to the terminal. In May 2026 Yantian MSA and Dongguan MSA ran a cross-regional 'one-box' pilot: four battery containers were inspected jointly at the Dongguan factory and loaded at Yantian without being opened again. It shows that the inspection record made at the factory is what matters at the terminal.
What Anxin does: We ask at booking whether your factory and the terminal's MSA office can use the one-box arrangement, and we have stuffing photos, the packing certificate and the DG declaration match exactly, so the container is not held for re-inspection.
The Hong Kong Observatory puts the regional tropical cyclone season from June to October, busiest July to September. DG containers need their MSA filings approved and a signed packing certificate before loading, so a closed gate or a rolled vessel in typhoon weeks can push the whole document chain to a new sailing.
What Anxin does: From June to October we build slack into the stuffing date, confirm the DG cut-off with the carrier the week before loading, and resubmit filings promptly if the vessel changes.
Around 20 tropical cyclones a year enter the Philippine Area of Responsibility (PAGASA), and 8-9 cross the country. When signals go up, cargo operations at Legazpi and inter-island feeders stop, which is how a container can lose several days between the last transhipment port and the consignee.
What Anxin does: In the typhoon months we ask the consignee to have its customs entry ready before arrival, so the container can leave Legazpi as soon as operations restart.
No import declaration can be lodged unless the importer is registered in the Bureau of Customs' CPRS and accredited. A first-time importer at Legazpi that has not finished this will see its battery container wait, and pay for the waiting.
What Anxin does: At quotation we ask a new importer to confirm its CPRS registration and accreditation before the first container is booked.
A DTI draft technical regulation published in February 2026 would bring power banks under mandatory PS or ICC marking, with a 12-month transition. Importers of power banks through Legazpi should follow its progress so that stock arriving after the transition is covered.
What Anxin does: For power bank orders we ask the importer whether it has started on PS or ICC marking, so later shipments are not caught at the end of the transition.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Shenzhen filings, the carrier booking and the Philippines import file. We check the three against each other before the booking is confirmed.

It waits or moves to the next vessel. The dangerous goods declaration has to be refiled for that vessel, which is why we check DG acceptance for a back-up sailing in typhoon months.
Yes, provided a certified packing inspector supervises the stuffing and signs the container packing certificate. Since May 2026 Yantian and Dongguan MSA have also piloted joint factory inspection so the container can be loaded at Yantian without reopening; we check whether your shipment can use it.
